Elizabeth Glenn

Professional Experience:

Elizabeth S. Glenn has been working for the Baltimore County Office of Community Conservation since November 1998. She has served as the agency's Chief of Community Planning and Development since June 2002. As Chief of Community Planning and Development Ms. Glenn oversees the administration of housing and community development funds including the federal entitlement programs such as the Community Development Block Grant Program, the Home Investment Partnership Program, and Emergency Shelter Grant Program, as well as other state and locally funded programs. She is largely responsible for the development and implementation of programs and public policy relative to affordable and workforce housing including the implementation of a green housing program to promote sustainable practices in rehabilitation and new construction of affordable housing and community facilities. She is responsible for strategic planning of the federal entitlement funds and is responsible for the prepar ation and evaluation of the Consolidated Plan, the Annual Action Plans, and the Consolidated Annual Performance and Evaluation Report. She is also involved with the Regional Fair Housing Work Group, which is comprised of representatives from Anne Arundel, Baltimore, Harford, and Howard Counties, and the City of Baltimore. She is currently integrating green and sustainable practices within the housing programs that she oversees to promote healthier and more affordable maintenance of housing for low-to-moderate households.

Prior to working for Baltimore County, Ms. Glenn spent several years in the private sector working with nonprofit housing and community development organizations, as well as developers of affordable housing. During this time, Ms. Glenn worked with several lending institutions to develop lending products to increase the production of affordable housing and to increase access to credit for underserved populations. Ms. Glenn served as the Executive Director of the Baltimore Housing Roundtable, which provided capacity building and technical assistance services to developers of affordable housing. She has also provided consulting services to a number of private and public organizations such as the Enterprise Foundation, the Baltimore Neighborhood Collaborative, Neighborhood Housing Services of Baltimore, Baltimore City Public Schools, and the Citizens Housing and Planning Association. Between 1993 and 2000, Ms. Glenn held a Faculty Associate appointment at the Johns Hopkins Univer sity School of Nursing. Also during that period she lectured extensively at the Johns Hopkins School of Public Health and Hygiene to both graduate and undergraduate classes.

She has served on the Board of Directors of a number of nonprofit housing and community development organizations such as Community Capital of Maryland, the Community Law Center, Maryland Alliance for Responsible Investment, Maryland Low Income Housing and Information Service, Light Street Housing Corporation, and the Women's Housing Coalition. She is the Vice President of Community Development for MD-NAHRO. She has worked with the National Congress of Neighborhood Women to promote leadership and economic development opportunities for grassroots women. In 1996, Ms. Glenn served as an NGO delegate to the United Nations Conference on Human Settlements (Habitat II) held in Istanbul, Turkey. It was during her experience at Habitat II, that she became interested in the concept of sustainable communities and environmentally friendly construction techniques.

Patricia Gustafson

Professional Experience:

Since 1995 Patricia Gustafson has directed Minnesota NAHRO, a statewide non profit membership organization of nearly 600 public agencies, non-profit and private organizations and individuals. She also serves as the Regional Service Officier for North Central Regional Counsel of NAHRO (NCRC), providing support and liaison sservices to member states and National NAHRO. Edward Talbot

Serve the City of Arvada as both the Executive Director of the Arvada Housing Authority and as Manager for Housing and Neighborhood Revitalization with the Arvada Community Development Department.
