The Accurate Treatment of Household Assets and Correctly Determining Net Asset Income

Objectives:

  • To accurately identify assets that impacts the determination of Total Annual Income
  • To Understand and apply the concept of “net household assets” based on HUD guidance
  • To correctly calculate Asset Income that is incorporated into Total Annual income for the purpose of determining rent (Total Tenant Payment)

Determining Assets, Net Assets, and Income from Assets can often cause incorrect calculations of Total Tenant Payment. Although both HUD and Agencies have developed and used the EIV to improve the accuracy of determining income for assisted households, these systems do not identify income from net assets.

Net Assets are required by statute as an element of Total Annual Income. Unless Total Annual Income is accurately determined, the required application of the Federal Rent-to-Income ratio formula results will not be correctly computed.
