HUD Issues PIH Notice 2013-4 To Further Help PHAs Reduce Administrative Burdens

Summary:  Prior to HUD’s issuance of PIH Notice 2013-4, PHAs were required by HUD to verify the documentation submitted by households of various sources of income and/or benefits, but PHAs were also required to exclude some or all of these amounts for purposes of determining eligibility and rent calculations.  In another major victory for NAHRO and its members who worked on this issue, HUD recently PIH issued this Notice to help prevent PHAs from having to participate in this “Kafkaesque” process and thereby reduce administrative burdens

PIH Notice 2013-3: Public Housing and Housing Choice Voucher Programs – Temporary Compliance Assistance

Summary:  On January 22, 2013, HUD issued PIH Notice 2013-03 (HA) titled, “Public Housing and Housing Choice Voucher Programs – Temporary Compliance Assistance.”  In a major victory for NAHRO and its members, the notice: provides PHAs with temporary flexibility to use household income from the previous year rather than projecting income; permits self-certification of assets below $5,000; streamlines the income verification process for elderly and disabled families on fixed incomes; and permits PHAs to use a payment standard of up to 120 percent of Fair Market

USDA Rural Housing Service Notice of Funding Availability for Multi-Family Housing Preservation and Revitalization Demonstration

Summary:  Section 514, 515, and 516 for Fiscal Year 2013 USDA Rural Development announced the availability of up to $19.9 million in program dollars, and the timeframe to submit applications to participate in a demonstration program to preserve and revitalize existing rural rental housing projects under these three programs.  Under the demonstration, existing developments under these three programs will be restructured to ensure that sufficient resources are available to preserve the ability of rental projects to provide safe and affordable housing fo

Section 202 Application Notice for Comment

Summary:  The Section 202 Supportive Housing for the Elderly Act of 2010, signed into law in January 2011, authorizes HUD to provide Senior Preservation Rental Assistance Contracts (SPRACs) with 20-year terms to prevent displacement of elderly residents of certain projects assisted under HUD’s Section 202 Supportive Housing for the Elderly program in the case of refinancing or recapitalization and to further preserve and maintain affordability of Section 202 Direct Loan projects. In Fiscal Year (FY) 2012, $16 million was made available for SPRAC funding.

PIH Notice 2013-2: Baseline Methodology for Moving to Work Public Housing Agencies:

Summary:  HUD’s notice (PIH Notice 2013-2) describes a compliance effort that ensures Moving to Work (MTW) PHAs continue to meet the statutory obligation to serve substantially the same number of families as if they had not participated in the MTW demonstration. HUD has developed a numerical indicator that it will use to make annual determinations of compliance. This effort is known as the “MTW Baseline Project.”

PIH2012-43: Use of Operating Reserves for Capital Improvements

Summary:  HUD’s notice extends the obligation deadline in Section 6 of Notice PIH 2012-2 to March 31, 2013. The Continuing Appropriations Act (P.L. 112-175) extended the temporary authority provided through the FY 2012 Appropriations Act of PHAs to use operating reserves above the HUD recommended level for some capital improvements. If Congress chooses to extend this provision beyond March 31, 2013 HUD will extend this notice further.
