PIH Notice 2013-14: Disaster Housing Assistance Program - Sandy (DHAP-Sandy) Operating Requirements

Summary:  HUD's operating requirements set forth the policies and procedures for the Disaster Housing Assistance Program- Sandy (DHAP-Sandy). DHAP-Sandy is a HUD-FEMA initiative to provide monthly rental assistance, security deposit and utility deposit assistance for certain New York State families displaced from their homes by Hurricane Sandy. DHAP-Sandy has been modeled after previous Disaster Housing Assistance Programs for families displaced by Hurricanes Katrina/Rita and Gustav/Ike. The DHAP-Sandy is administered by HUD’s network of PHAs.

PIH Notice 2013-13: Extension of Guidance for Effective and Mandated Use of the Enterprise Income Verification System

Summary:  HUD's Notice (PIH Notice 2013-12) implements the Housing Choice Voucher (HCV) program funding provisions of the “Consolidated and Further Continuing Appropriations Act, 2013” (PL 113-6), referred to hereafter as “the 2013 Act,” enacted on March 26, 2013. The 2013 Act establishes the allocation methodology for calculating housing assistance payments (HAP) renewal funds, new incremental vouchers and administrative fees.

HUD Issues PIH Notice 2013-4 To Further Help PHAs Reduce Administrative Burdens

Summary:  Prior to HUD’s issuance of PIH Notice 2013-4, PHAs were required by HUD to verify the documentation submitted by households of various sources of income and/or benefits, but PHAs were also required to exclude some or all of these amounts for purposes of determining eligibility and rent calculations.  In another major victory for NAHRO and its members who worked on this issue, HUD recently PIH issued this Notice to help prevent PHAs from having to participate in this “Kafkaesque” process and thereby reduce administrative burdens
