    Full Title: Notice of Public Interest (NOPI) for Fiscal Year 2010 Transformation Initiative: Homeless Families Demonstration Small Grant Research Program

    Summary:  The purpose of this notice is to inform potential applicants that the Office of Policy Development and Research (PD&R) of the Department of Housing and Urban Development (HUD) is interested in receiving preliminary applications for grants to support research activities focusing on Homeless Families. This NOPI is governed by the information and instructions found in HUD’s Fiscal Year 2010 Notice of Funding Availability (NOFA) Policy Requirements and General Section that HUD posted on June 7, 2010 (FR 5415-N-01).

    The pre-application deadline date is February 18th, 2011. Applications must be received by Grants.gov by the deadline date.

    Full Title: Notice of Availability: HUD’s Fiscal Year (FY) 2010 NOFA for the Capital Fund Education and Community Facilities Program—Technical Correction and Extension of Deadline Date

    Summary: On October 18, 2010, HUD posted on http://www.Grants.gov its Notice of Funding Availability (NOFA) for the Fiscal Year (FY) 2010 Capital Fund  Education and Community Facilities (CFCF) Program. The NOFA made available approximately $35 million in assistance for development of facilities to provide early childhood education, adult education, and/or job training programs for public housing residents. Today’s Federal Register publication announces that HUD has posted on http://www.Grants.gov a technical correction that makes several corrections and clarification to NOFA. Specifically, the corrected NOFA clarifies that Public Housing Agencies (PHAs) may submit multiple applications, but each application must include only one site. HUD has also revised the NOFA to specify tie breaking criteria. Further, in order to provide applicants with sufficient time to submit new or revised applications that incorporate the corrections and clarifications to the NOFA, HUD has extended the application deadline to February 3, 2011.

    Potential applicants should review carefully the corrected NOFA to best determine whether to submit an updated application which incorporates the corrections and clarifications related to this notice. Applicants who submitted their applications prior to the technical correction notice can choose to submit an updated application that reflects the corrections and clarifications, but are not required to if they determine no changes are needed for their application. Applicants are reminded that if they submitted any portion of their application by fax with their initial application submission and choose to submit a revised application, then they will have to refax the materials after they submit the revised application to HUD. Please refer to the General Section for instructions regarding materials that are faxed and how HUD matches faxes to applications. For each site for which a PHA submits an application, the last version of the application received by http://www.Grants.gov by the deadline date, in accordance with the timely receipt requirements, will be the application that is reviewed and rated.

    The revised NOFA can be found and downloaded from http://www.Grants.gov, using the CFDA number for that program, 14.890.

    DATES: The revised application deadline date is February 3, 2011. Applications must be received by Grants.gov by 11:59:59 p.m. eastern time on the deadline date. See the General Section for timely receipt requirements. All information required to complete the application is in the General Section and this NOFA.  Applicants may download the application and instructions from the Grants.gov Web site at http://www07.grants.gov/applicants/apply_for_grants.jsp. Please carefully read the Notice of HUD’s Fiscal Year (FY) 2010 Notice of Funding Availability (NOFA) Policy Requirements and General Section to HUD’s FY 2010  NOFAs for Discretionary Programs, posted on Grants.gov on June 7, 2010. Applicants need to be aware that following receipt, applications go through a  validation process in which the application may be accepted or rejected. Please allow time for this process to ensure that you meet the timely receipt  requirements.

    Purpose: On September 28, 2007, the Office of Inspector General (OIG) issued a report on over subsidization in the Housing Choice Voucher (HCV) program due to the issuance of vouchers with unit sizes greater than the number of family members in the household. Pursuant to the recommendation of the OIG, the Department issued clarifying guidance on the matter of categorization of live-in aides, other reasonable accommodation issues and corresponding data entry into the Public and Indian Housing Information Center (PIC) through the Notices cited above. The purpose of this Notice is to extend and revise Notice PIH 2009-22 (HA). Specifically, section 2.C has been added to explain subsidy standards in regard to live- in aides and their PHA-approved family member/s and section 3 has been revised to explain data entry in PIC for family members of live- in aides.

    Full Title: PIH Notice 2010-50: Effective Use of the Enterprise Income Verification (EIV) System's Deceased Tenants Report.to Reduce Subsidy Payment & Administrative Errors

    Publication Date: December 30, 2010

    Covered Programs:  This Notice applies to the following HUD-PIH rental assistance programs: Public Housing, Section 8 Moderate Rehabilitation, Project-Based Voucher, Project-Based Certificate; and Housing Choice Voucher programs.

    Purpose: This Notice explains the procedures Public Housing Agencies (PHAs) are required to implement to deal with families with deceased household members. The implementation of the procedures outlined in this Notice will ensure that PHAs submit accurate data to HUD via the Public and Indian Housing Information Center (PIC) and that PHAs do not make subsidy overpayment s on behalf of deceased single member households. Where overpayments have been made, the PHA will recoup the overpayment from the landlord/owner of the rental property under the programs noted in Section 3 of this Notice, with the exception of the Public Housing program.

    This notice makes the following changes:

    Section 7 of this Notice modifies PIH-2010-09 to include reference to Notice PIH-2010-15, which outlines requirements for safeguarding personally identifiable information, such as social security numbers. Section 8 of this Notice modifies PIH-2010-09 to remove the requirement that the PHA notify the live-in aide to vacate the unit by the end of the month; and Section 15 of this Notice modifies PIH-2010-09 to clarify minimum and maximum time frames allotted for the removal of personal belongings from a public housing unit when the sole household member dies; to provide examples of how to correctly apply this guidance; and remind PHAs that they must comply with local and state tenant/landlord laws. Section 14 of this Notice modified PIH 2010-09 to remind PHAs of the timely PIC reporting requirement for updated forms HUD-50058 in accordance with Notice PIH-2010-25.

    Summary: On October 21, 2010, HUD posted on http://www.Grants.gov, its Notice of Funding Availability (NOFA) for the FY 2010 Resident Opportunity and Self-Sufficiency (ROSS) Service Coordinators Program. The NOFA establishes an application due date of Monday, February 21, 2011, which inadvertently falls on the federal holiday of Washington’s Birthday (commonly referred to as Presidents Day). To help ensure that applicants have sufficient time to submit their applications, are not deprived, this notice announces that HUD has posted an extension of the application due date on http://www.Grants.gov. The new deadline for submission of applications is Wednesday, February 23, 2011. Applicants do not need to download a new application or resubmit their applications as a result of this notice

    Summary: HUD announces the availability on its Web site of the applicant information, submissiondeadlines, funding criteria, and other requirements for HUD’s FY 2010 Rural Innovation Fund Program NOFA. Specifically, this NOFA announces the availability of approximately $25 million made available under the Consolidated Appropriations, 2010, in Rural Innovation grant funds, along with unobligated and unused funds remaining for the Rural Fund’s predecessor program, the Rural Housing and Economic Development (RHED) program appropriated by the Department of Housing and Urban Development Appropriations Act, 2009, and prior appropriations Acts. In total, this NOFA announces the availability of approximately $25.75 million in funding. The purpose of this program NOFA is to fund local rural nonprofit organizations, community development corporations, federally recognized Indian tribes, state housing finance agencies (HFAs), and state economic development and community development agencies (including consortia of such entities) with demonstrated capacity to undertake comprehensive projects that address the problems of concentrated rural housing distress and community poverty.

    The notice providing information regarding the application process, funding criteria and eligibility requirements can be found using the Department of Housing and Urban Development agency link on the Grants.gov/Find Web site at http://www.grants.gov/search/agency.do. A link to Grants.gov is also available on the HUD Web site at http://www.hud.gov/offices/adm/grants/fundsavail.cfm.     This notice extends Notice PIH-2009-52 (HA). In extending Notice PIH 2009-52 (PHA),

    This notice also makes the following changes:

    • Adds a statement that HUD has revised the HAP contract and tenancy addendum forms HUD-52641 and HUD-52641A to incorporate language from the Protecting Tenants at Foreclosure Act (PTFA) and;
    • Includes a paragraph about the Paperwork Reduction Act.

    This Notice provides guidance to public housing agencies (PHAs) in the case of foreclosures, regarding new protections for tenants with Section 8 assistance that was recently enacted into law by:

    • Section 703 of the Protecting Tenants at Foreclosure Act (PTFA), which is part of the Helping Families Save Their Homes Act of 2009 (Public Law 111-22, approved May 20, 2009); and
    • The American Recovery and Reinvestment Act of 2009 (Public Law 111-5, approved February 17, 2009) (Recovery Act) under the heading “Community Development Fund” in Title XII of Division A.

    Summary: This notice extends Notice PIH 2008-35 (PHA), same subject, extended by Notice PIH 2009-42, for another year until October 31, 2011.

    The purpose of this notice is to provide guidance to PHAs on preparing the market analyses for public housing property required as part of a voluntary conversion assessment under 24 C.F.R. § 972.218(b) of the voluntary conversion rule. These market analyses will assist PHAs in evaluating their recapitalization options, including how rehabilitation and the proposed use of the property (as public, assisted, or market-rate housing) that may affect a property’s value.

    Summary: On November 10, 2010, HUD published a notice that announced its proposal to conduct an FHA Home Energy Retrofit Loan Pilot Program (Retrofit Pilot Program or Pilot Program) known as FHA PowerSaver. The Consolidated Appropriations Act, 2010 directs HUD to conduct an Energy Efficient Mortgage Innovation pilot program targeted to the single family housing market, and the Retrofit Pilot Program is designed by HUD to meet this statutory directive and provides funding to support that effort. The November 10, 2010, notice solicited public comment and invited lenders interested in participating in the Pilot Program to submit Expressions of Interest. The deadline for both the submission of public comments and expressions of interest from lenders is December 27, 2010.

    This notice extends the date for submission of Expressions of Interest to January 31, 2011. The public comment deadline, however, remains December 27, 2010.
