The purpose of this notice is to publish the names, addresses, and the amount of the awards to HAs for non-competitive funding awards for housing conversion actions, public housing relocations and replacements, moderate rehabilitation replacements, and HOPE VI voucher awards.

    Summary: On October 21, 2010, HUD posted on http://www.Grants.gov, its Notice of Funding Availability (NOFA) for the FY 2010 Resident Opportunity and Self-Sufficiency (ROSS) Service Coordinators Program. The NOFA establishes an application due date of Monday, February 21, 2011, which inadvertently falls on the federal holiday of Washington’s Birthday (commonly referred to as Presidents Day). To help ensure that applicants have sufficient time to submit their applications, are not deprived, this notice announces that HUD has posted an extension of the application due date on http://www.Grants.gov. The new deadline for submission of applications is Wednesday, February 23, 2011. Applicants do not need to download a new application or resubmit their applications as a result of this notice

    Summary: HUD announces the availability on its Web site of the applicant information, submissiondeadlines, funding criteria, and other requirements for HUD’s FY 2010 Rural Innovation Fund Program NOFA. Specifically, this NOFA announces the availability of approximately $25 million made available under the Consolidated Appropriations, 2010, in Rural Innovation grant funds, along with unobligated and unused funds remaining for the Rural Fund’s predecessor program, the Rural Housing and Economic Development (RHED) program appropriated by the Department of Housing and Urban Development Appropriations Act, 2009, and prior appropriations Acts. In total, this NOFA announces the availability of approximately $25.75 million in funding. The purpose of this program NOFA is to fund local rural nonprofit organizations, community development corporations, federally recognized Indian tribes, state housing finance agencies (HFAs), and state economic development and community development agencies (including consortia of such entities) with demonstrated capacity to undertake comprehensive projects that address the problems of concentrated rural housing distress and community poverty.

    This notice extends Notice PIH-2009-52 (HA). In extending Notice PIH 2009-52 (PHA),

    This notice also makes the following changes:

    • Adds a statement that HUD has revised the HAP contract and tenancy addendum forms HUD-52641 and HUD-52641A to incorporate language from the Protecting Tenants at Foreclosure Act (PTFA) and;
    • Includes a paragraph about the Paperwork Reduction Act.

    This Notice provides guidance to public housing agencies (PHAs) in the case of foreclosures, regarding new protections for tenants with Section 8 assistance that was recently enacted into law by:

    • Section 703 of the Protecting Tenants at Foreclosure Act (PTFA), which is part of the Helping Families Save Their Homes Act of 2009 (Public Law 111-22, approved May 20, 2009); and
    • The American Recovery and Reinvestment Act of 2009 (Public Law 111-5, approved February 17, 2009) (Recovery Act) under the heading “Community Development Fund” in Title XII of Division A.

    Summary: This notice extends Notice PIH 2008-35 (PHA), same subject, extended by Notice PIH 2009-42, for another year until October 31, 2011.

    The purpose of this notice is to provide guidance to PHAs on preparing the market analyses for public housing property required as part of a voluntary conversion assessment under 24 C.F.R. § 972.218(b) of the voluntary conversion rule. These market analyses will assist PHAs in evaluating their recapitalization options, including how rehabilitation and the proposed use of the property (as public, assisted, or market-rate housing) that may affect a property’s value.

    Summary: On November 10, 2010, HUD published a notice that announced its proposal to conduct an FHA Home Energy Retrofit Loan Pilot Program (Retrofit Pilot Program or Pilot Program) known as FHA PowerSaver. The Consolidated Appropriations Act, 2010 directs HUD to conduct an Energy Efficient Mortgage Innovation pilot program targeted to the single family housing market, and the Retrofit Pilot Program is designed by HUD to meet this statutory directive and provides funding to support that effort. The November 10, 2010, notice solicited public comment and invited lenders interested in participating in the Pilot Program to submit Expressions of Interest. The deadline for both the submission of public comments and expressions of interest from lenders is December 27, 2010.

    This notice extends the date for submission of Expressions of Interest to January 31, 2011. The public comment deadline, however, remains December 27, 2010.

    Summary: HUD announces the availability on its website of the applicant information, submission deadlines, funding criteria, and other  requirements for HUD's Fiscal Year (FY) 2010 Emergency Capital Repair Grants for Multifamily Housing Projects Designated for Occupancy by the Elderly NOFA. This NOFA announces the availability of approximately $5 million in FY2010, grant funds to make emergency capital repairs to eligible multifamily projects owned by private nonprofit entities that are designated for occupancy by elderly tenants. The capital repair needs must relate to items that present an immediate threat to the health, safety, and quality of life of the tenants. The intent of these grants is to provide one-time assistance for emergency items that could not be absorbed within the project's operating budget and other project resources, and where the tenants' continued occupancy in the immediate near future would be jeopardized by a delay in initiating the proposed cure.

    Full Title: Conforming Changes to Applicant Submission Requirements; Implementing Federal Financial Report and Central Contractor Registration Requirements

    Publication Date: 12/8/2010

    Summary:  This final rule follows publication of a July 15, 2010, interim rule that revised HUD regulations to reference the new governmentwide Federal Financial Report (FFR) approved by the Office of Management and Budget (OMB). The FFR consolidates requirements from the OMB-issued Standard Forms SF–269, SF–269A, SF–272, and SF–272A into a single governmentwide form. In incorporating reference to the new FFR in its regulations, HUD amended its regulations to remove references to old and outdated forms that are no longer in use. The July 15, 2010, interim rule also codified the requirement that applicants for HUD assistance possess an active Central Contractor Registration (CCR). HUD is adopting the interim rule without change.

    Effective Date: January 7, 2011.

    Summary:  Through this notice, HUD announces the availability on its Web site of a draft notice updating HUD’s guidance for the Section 202 Supportive Housing for the Elderly and Section 811 Supportive Housing for Persons with Disabilities Programs. HUD’s draft notice provides revised procedures relating to processing activities after selection of Section 202 and Section 811 applications for fund reservations, including mixed-finance transactions. HUD will accept and consider comments from the public. Public comments must be submitted in accordance with the instructions in the ADDRESSES section of this notice. HUD’s draft notice will be posted and is available at http://www.hud.gov/offices/hsg/mfh/progdesc/progdesc.cfm.
