    On May 10, 2011, HUD published PHAs’ Annual Adjustment Factors for purposes of their respective FY 2011 renewal funding.  The final appropriations law for FY 2011 continues the requirement for HUD to provide renewal funding for each Public Housing Agency (PHA) based on Voucher Management System (VMS) leasing and cost data for the most recent Federal fiscal year (i.e. October 1, 2009 – September 31, 2011) and by applying the most recent Annual Adjustment Factors as established by the Department. 

    For units located in metropolitan areas with a local CPI survey, Renewal Funding AAFs are listed separately.  For units located in areas without a local CPI survey, the metropolitan or nonmetropolitan counties receive the regional CPI for that Census Region.  To make certain that they are referencing the correct Renewal Funding AAFs, PHAs should first refer to the Area Definitions Table at: http://www.huduser.org/portal/datasets/aaf/FY2011_AreaDef.pdf which lists areas in alphabetical order by state.  The table establishing Renewal Funding AAFs is available electronically from the HUD data information page at:  http://www.huduser.org/portal/datasets/aaf/FY2011_RF_table.pdf.

    The associated CPI region is shown next to each state name.  Areas whose Renewal Funding AAFs are determined by local CPI surveys are listed first.  All metropolitan areas with local CPI surveys have separate Renewal Funding AAF schedules and are shown with their corresponding county definitions or as metropolitan counties.  In the six New England states, the listings are for counties or parts of counties as defined by towns or cities.  The remaining counties use the CPI for the Census Region and are not specifically listed on the Area Definitions Table.  Puerto Rico and the Virgin Islands use the South Region Renewal Funding AAFs.  All areas in Hawaii use the Renewal Funding AAFs identified in the Table as “STATE:  Hawaii,” which are based on the CPI survey for the Honolulu metropolitan area.  The Pacific Islands use the West Region Renewal Funding AAFs.  

    The Renewal Funding AAFs use the same methodology as the FY2010 Renewal Funding AAFs but differ from historical AAFs and the FY2011 Contract Rent AAFs in that they make use of more recent semi-annual CPI indexes in place of average annual CPI indexes.  The Renewal Funding AAFs have been developed to account for relative differences in the recent inflation of rents among different areas and are used to allocate HCV funds among PHAs.  HUD is reviewing and updating the methodologies for all program parameters, including Fair Market Rents (FMRs), AAFs, and other inflation indices.  The publication of these separate Renewal Funding AAFs for allocation of voucher funds is an interim step toward more complete reforms including using more recent data in HUD’s estimations for various program parameters, including FMRs, as published in the Federal Register on October 4, 2010 (75 FR 61254).

    Summary:  The purpose of this Notice is to promote and encourage the use of IPM by Public Housing Authorities (PHAs), Indian tribes, Tribal Designated Housing Entities (TDHEs), and owner/agents providing assistance through the HCV program. This notice provides guidance to Public Housing Authorities (PHAs) on the benefits of IPM, additional technical assistance and training opportunities for PHAs. Pest management is integral to the provision of safe and sanitary housing. In accordance with 24 CFR 903.7 (e) (2), PHAs must include in their PHA plans a description of any measures necessary for the prevention or eradication of pest infestations. IPM is an ecological approach using an array of methods to prevent and control pests with reduced reliance on pesticides. Procedures contained within this notice remain in effect until superseded by subsequent HUD Directive or guidance.

    Summary:  On April 29, 2011 HUD implemented with a new version of the Voucher Management System, while conducting a webcast on the same day.  There are no new data reporting fields or data entry requirements for HUD’s April 2011 VMS release, but rather a new tabular format for entering data fields.  Among the noteworthy new features in VMS are:

    • Pre-populated data shown for prior month, average of the last 12 months, and average of the calendar year-to-date data are all provided for user validation and reduction in keying errors;
    • Integrates PHAs' HUDCAPS data with VMS for the first time;
    • Requirement for individual tab saving to prevent data loss prior to monthly submission; and
    • Executive Summary – detailing allocation and balances, recap worksheet, utilization graphs, and projection worksheets to provide the financial status and unit months available that the PHA can support in CY 2011.  HUD’s report is a work in progress and all calculations in the projection worksheet are not presently accurate.  HUD advised PHAs to wait until the Department notifies them that the programming is complete before using this Executive Summary report

    With respect to Net Restricted HAP Assets (NRA), Unrestricted Net Assets (UNA) and Cash/Investment fields, PHAs are encouraged to review PIH Notice 2010-16  to ensure that the information reported to HUD is consistent with the Department’s reporting guidance.   PHAs’ NRA balances as of December 31, 2010 are not pre-populated at this time.  In the near future, HUD plans to pre-populate agencies’ NRA amounts.  In the meantime, NRA figures shown for all PHAs will be $0. 

    HUD has almost completed the reconstruction of PHAs' NRA, UNA and Cash/Investments which is critically important to agencies' operations. Furthermore, NAHRO believes that completion of this exercise will reveal the depth and breadth of under-payment and exorbitant offsets PHAs have experienced over the last two years.  Last year, NAHRO and Casterline Associates, Inc. made available information that PHAs may still find helpful in the reconstruction and ongoing reporting of their NRA and UNA.     Summary: HUD’s notice provides guidance on the implementation of the asset-repositioning fee (ARF) pursuant to 24 CFR § 990.190(h) and on re-occupying public housing units proposed or approved for demolition, disposition, or transition to homeownership. A PHA that transitions projects or entire buildings of a project out of its public housing inventory is eligible for an asset-repositioning fee. This fee supplements resources available with administration and management of demolition or disposition, tenant relocation, and minimum protection and service associated with such efforts. The ARF is not intended for individual units within a multi-unit building undergoing similar activities.

    Summary: HUD’s notice makes available $59.88 million in FY2011 funding for the Housing Choice Voucher Family Self-Sufficiency (HCV FSS) Program. This Notice is comprised of the Notice of HUD’s FY2011 NOFA, Policy Requirements and General Section (General Section) to HUD’s FY2011 NOFAs for Discretionary Programs, posted on www.Grants.gov on April 4, 2011, and this program section to the NOFA.

    PHAs that administer HCV FSS programs enter into five-year contracts with new families on an ongoing basis, but HUD funding for coordinator salaries is awarded on an annual basis. To ensure continuity of services to those families currently enrolled in HCV FSS, the Department will first fund PHA applicants that are currently administering HCV FSS programs that meet performance standards/threshold that are established in this NOFA. If funding remains, the Department will fund additional applicants that wish to establish new HCV FSS programs. Priority will be given to both existing and new programs that adopt HUD policy priorities. Those priorities are intended to enhance education, training and job opportunities available to HCV FSS program participants.

    Resource Materials:  A copy of HUD's HCV FSS program slides is available here.  A copy of each PHA's PIC data on the number of FSS participants served from January 1, 2010 - December 31, 2010 is available here.  PHAs interested in applying under this NOFA are encouraged to review their PIC data.  In FY 2010 some PHAs were either under-funded or not funded at all, because their PIC data did not accurately reflect the number of their FSS participants and was not corrected in time.

    Summary:  HUD’s notice provides additional details regarding the operation of the tenant-based Housing Choice Voucher (HCV) program in areas selected to participate in the Small Area Fair Market Rent demonstration, establishes the criteria for selecting public housing agencies (PHAs) for participation in the demonstration, and requests interested PHAs to apply for participation in the demonstration according to instructions published in this notice. The purpose of HUD’s demonstration project is to provide voucher holders with the opportunity to move to areas of greater opportunity.  Metropolitan PHAs that would like to participate in the small area FMR demonstration project may apply, as discussed in the notice, with an anticipated selection date of July 1, 2011. In order to assess the impact of the demonstration, participating PHAs will be expected to provide HUD with additional data specified in this notice beyond what is normally required.

    HUD’s notice also provides responses to comments filed in response to a May 18, 2010, notice (75FR 27808) announcing HUD’s intent to operate a small area FMR demonstration project in several metropolitan areas.

    Summary:  HUD’s NOFA announces the availability of approximately $114 million to create approximately 899 new units of supportive housing for non-elderly people with disabilities under the Section 811 Supportive Housing for Persons with Disabilities program.

    This program provides funding for the development and operation of supportive housing for very low-income persons with disabilities who are at least 18 years old. Capital advance funds cover the cost of developing the housing. PRAC funds cover the difference between the HUD-approved operating costs of the project and the tenants’ contributions toward rent.

    Because these funds were appropriated in HUD’s FY 2010 budget, the NOFA does not implement the new approaches to creating Section 811 units authorized by the Frank Melville Supportive Housing Investment Act.
