The Morning Flash

Attention NAHRO members! The Subcommittee markup of the T-HUD bill initially scheduled for July 14 has been postponed. As a result, NAHRO’s national call-in day (originally scheduled for today) will also be postponed.  In the meantime, please continue to reach out to your members of Congress and tell them about the importance of affordable housing and community development programs in your community.

On June 30, HUD announced a revised version of the Notice of Disclosure form that describesthe rights of active duty military personnel and their dependents who are protected under the Servicemembers Civil Relief Act (SCRA).

HUD Issues Notice to Continue Disaster Voucher Program (DVP) Housing Assistance Payments

Summary:  HUD issued a notice (PIH Notice 2011-34) to extend for another year Notice PIH 2010-43, same subject, which is set to expire October 31, 2011. This notice does not supersede the previous guidance. Instead, it updates specific sections in the previous guidance with the new end date and informs public housing authorities (PHAs) administering DVP to continue to provide monthly housing assistance payment for current DVP families past June 30, 2011. Previous guidance remains in effect except where noted.

SAFE Mortgage Licensing Act: Minimum Licensing Standards and Oversight Responsibilities

Summary: This final rule sets forth the minimum standards for the state licensing and registration of residential mortgage loan originators, requirements for operating the Nationwide Mortgage Licensing System and Registry (NMLSR), and HUD’s Federal oversight responsibilities pursuant to the Secure and Fair Enforcement Mortgage Licensing Act of 2008 (SAFE Act or Act), to ensure proper monitoring and enforcement of states’ compliance with statutory requirements.

The Week In Review

On June 23,Tony Bazzie, Executive Director of the Raleigh County (WV) Housing Authority, testified before the House Financial Services Subcommittee on Insurance, Housing and Community Opportunity on a recently released discussion draft, entitled the Section 8 Savings Act (SESA), to reform the Housing Choice Voucher program. NAHRO and six other organizations provided recommendations on the proposed legislation.

Notice of Funding Availability (NOFA) for HUD's Fiscal Year (FY) 2011 Choice Neighborhoods Initiative-Planning Grants

Summary: HUD announces the availability on its Web site and Grants.gov applicant information, submission deadlines, funding criteria, and other requirements for HUD’s FY2011 Choice Neighborhoods Initiative Program—Planning Grants NOFA. Specifically, this NOFA announces the availability of approximately $3.6 million made available under the Department of Defense and Full-Year Continuing Appropriations Act, 2011, Public Law 112–10, enacted April 15, 2011.

Notice of Funding Availability (NOFA) for HUD's Fiscal Year (FY) 2011 Capacity Building for Sustainable Communities Program

SUMMARY: This notice announces HUD’s intention to competitively sell certain unsubsidized single family mortgage loans in a sealed bid sale offering called SFLS 2011–2, without Federal Housing Administration (FHA) m
