PIH Notice 2012-9 Implementation of the Federal Fiscal Year 2012 Funding Provisions for the Housing Choice Voucher Program

Summary:  HUD's Notice (PIH Notice 2012-9) implements the Housing Choice Voucher (HCV) program funding provisions of the ―Consolidated and Further Continuing Appropriations Act, 2012‖ (PL 112-55), enacted on November 18, 2011. The 2012 Act establishes the allocation methodology for calculating housing assistance payments (HAP) renewal funds, new incremental vouchers and administrative fees.

HUD Provides PHAs with Net Restricted Assets as of 12/31/11 and Last Chance to Correct It

In the mid-afternoon on Friday, February 17, 2012 HUD sent PHAs that administer Section 8 voucher programs, an e-mail with their 12/31/2011 Net Restricted Asset (NRA) balance reports for their final review.  If a PHA finds that the HUD calculated NRA balance differs from HUD’s calculated balance as of December 31, 2011 by more than an immaterial amount (e.g., 3%), they must contact their assigned Financial Analyst at the FMC within two business days of receiving HUD’s letter on February 17, 2012 to discuss it and resolve any problems. Last Tuesday, February 7, the Insurance Housing and Community Opportunity Subcommittee of the House Financial Services Committee marked up a discussion draft of the Affordable Housing and Self Sufficiency Improvement Act of 2012 (AHSSIA). PIH Notice 2012-4: Effective Use of the Enterprise Income Verification (EIV) System’s Deceased Tenants Report

Summary:  HUD’s notice explains the procedures PHAs are required to implement to deal with families with deceased household members. The implementation of the procedures outlined in this notice will ensure that PHAs successfully submit accurate data to HUD via the Public and Indian Housing Information Center (PIC) and that PHAs do not make subsidy overpayments on behalf of deceased single member households.

PIH Notice 2012-3: Housing Choice Voucher – Homeownership Option 10 Year Asset Exclusion

Summary:  The purpose of HUD's Notice is to remind PHAs of the regulatory provision regarding how the value of a home purchased under the Housing Choice Voucher (HCV) homeownership option (24 CFR 982 Subpart M) is treated for the purpose of determining the family’s annual income. The rule (24 CFR 5.603(b) Net Family Assets. (4)) exempts the home purchased with voucher assistance from being counted as an asset for the first 10 years after the closing date. HUD issued the final rule on September 12, 2000.
