Your Afternoon Update

The Senate Appropriations Subcommittee is set to mark up the FY 2012 Transportation-HUD Appropriations bill tomorrow, Tuesday, September 20. The House Appropriations Subcommittee marked up its version of the FY 2012 THUD bill earlier this month making significant cuts to several key housing programs that greatly affect NAHRO members.

PIH Notice 2011-50: Expansion of Project-Basing HUD-Veterans Affairs Supportive Housing Vouchers

Summary: The purpose of this notice is to reinstate Notice PIH 2010-23 on the same subject with a significant revision in this section and the addition of section 2e. Section J of the Implementation of the HUD-Veterans Affairs Supportive Housing (HUD-VASH) Program (Operating Requirements) published in the Federal Register on May 6, 2008, stated that the Department will consider, on a case-by-case basis, requests from a public housing agency (PHA) to project-base HUD-VASH vouchers in accordance with 24 CFR part 983.

Update from Washington

On the evening of Thursday, September 8, the House Appropriations Subcommittee marked up the FY 2012 Transportation-HUD spending bill. The Senate Appropriations Subcommittee is expected to mark up its version of the FY 2012 THUD at some point this week. 

The House bill limits the compensation of PHA employees; cuts funding for the Public Housing Operating Fund, Public Housing Capital Fund, and HOME; and provides no funding for Hope VI or Choice Neighborhood programs.

Week in Review

On Wednesday, August 31, HUD Secretary Shaun Donovan announced five grantees will receive Choice Neighborhoods implementation funding totaling $122 million.  The recipients are the Cities of Boston, Chicago, New Orleans, San Francisco, and Seattle. The as-yet unauthorized Choice Neighborhood Initiative is the administration’s proposed replacement for the established Hope VI Program, which is dedicated to revitalizing public housing.

Operating Reserves Offset, Executive Compensation Updates

Notice of Proposed Fiscal Year (FY) 2012 Fair Market Rents (FMRs)

Summary:  The primary uses of FMRs areto determine payment standards for theHousing Choice Voucher (HCV) program, to determine initial renewalrents for some  expiring project-basedSection 8 contracts, to determine initial rents for housing assistance paymentcontracts in the Moderate RehabilitationSingle Room Occupancy program, and to serve as rent ceilings in the HOME program. HUD’s notice proposed FY 2012 FMRs for all areasthat reflect the estimated 40th and 50thpercentile rent levels trended to April 1,2012.

PIH Notice 2011-47: Transactions between Public Housing Agencies and their Related Affiliates and Instrumentalities

Summary:  PIH Notice 2007-15 (HA) is extended until amended, superseded, or rescinded. HUD's notice provides guidance to public housing agencies (PHAs) regarding the creation and use of affiliates and instrumentalities in Public and Indian Housing programs under the United States Housing Act of 1937. Affiliates and instrumentalities may participate in mixedfinance developments subject to Annual Contributions Contract (ACC) amendments and other regulations.

PIH Notice 2011-46: PHA Determinations of Rent Reasonableness in the Housing Choice Voucher (HCV) Program

Summary:  HUD's PIH Notice 2011-46 combines current relevant policy of PIH Notices 2009-51 and 2010-18 concerning rent reasonableness requirements in the Housing Choice Voucher (HCV) program and removes obsolete provisions of PIH Notice 2009-51 relative to the definition of assisted and unassisted housing.

PIH Notice 2011-45: Parameters for Local, Non-Traditional Activities under the Moving to Work Demonstration Program

Summary:  HUD issued a notice that the Department states, "clarifies HUD policies, Federal statutes and regulations that apply to local, non-traditional activities implemented under the Moving to Work (MTW) demonstration program."

On Monday, August 8, HUD and the Department of the Treasury released the Obama Administration’s July Housing Scorecard. The scorecard provides a comprehensive look at the nation’s housing market. The results of the scorecard continue to paint a murky picture of the nation’s housing situation.
