Notice H-2012-14: Use of “New Regulation” Section 8 HAP ContractsResidual Receipts to Offset Project-Based Section 8 HAP

Summary:  When owner distributions of surplus cash are limited or prohibited and when HUD determines that project funds are more than the amount needed for project operations, reserve requirements, and any permitted distributions, the excess income is typically required under the applicable new regulation and/or the Section 8 Housing Assistance Payments (HAP) contract to which the project is subject to be deposited into an interest-bearing account, often called the Residual Receipts account, to be used for project purposes. 

SUPPLEMENTAL NOTICE to PIH Notice 2012-16 Request for Applications under the Moving to Work Demonstration Program for FY 2011

Summary:  HUD issued PIH Notice 2012-16 Request for Applications under the Moving to Work Demonstration Program for Fiscal Year 2011 on February 27, 2012. Notice 2012-16 required prospective applicants to submit applications for the Moving to Work (MTW) Demonstration program by June 27, 2012.

GAO Issues Report on HUD’s FY 2012 NOFA Rebid

On August 15, 2012, the General Accountability Office (GAO) issued a report regarding HUD’s FY 2012 notice of funding availability (NOFA) rebid for the administration of Project-Based Contract Administrator (PBCA) cooperative agreements, that sustained the protests of several agencies around the country.

PIH Notice 2012-34: Waiting List Administration

Summary:  The purpose of HUD’s Notice (PIH NOtice 2012-34) is to provide guidance on the administration of a Public Housing Agency’s (PHA) Housing Choice Voucher (HCV) and Public Housing (PH) waiting lists, on the topics of opening the waiting list, applicant selection, placing applicants on the waiting list, and outreach. HUD's notice does not provide guidance on all aspects of waiting list administration nor does it comprehensively address all waiting list requirements, such as fair housing requirements.

HUD's Proposed FY 2013 Fair Market Rents (FMRs)

HUD IG’s Office Finds Areas of Improvement to HUD’s SEMAP System:

Summary:  HUD’s Office of Inspector General’s (OIG) audited the Department’s controls over the Section Eight Management Assessment Program (SEMAP).   HUD IG’s report titled, “The Section Eight Management Assessment Program Lacked Adequate Controls To Accomplish Its Objective” (Audit Report No. 2012-AT-0001) concluded that HUD had not developed adequate controls to ensure that SEMAP would be effective in identifying underperforming PHAs administering Section 8 voucher programs.
