HUD Provides PHAs with Net Restricted Assets as of 12/31/11 and Last Chance to Correct It

In the mid-afternoon on Friday, February 17, 2012 HUD sent PHAs that administer Section 8 voucher programs, an e-mail with their 12/31/2011 Net Restricted Asset (NRA) balance reports for their final review.  If a PHA finds that the HUD calculated NRA balance differs from HUD’s calculated balance as of December 31, 2011 by more than an immaterial amount (e.g., 3%), they must contact their assigned Financial Analyst at the FMC within two business days of receiving HUD’s letter on February 17, 2012 to discuss it and resolve any problems. PHAs Share Voucher Household Caseload Sizes and Tasks

With drastic reductions in ongoing administrative fees, PHAs are challenged with both meeting voucher program requirements and budgeting operations.   Even PHAs with best practices are working through the challenges of operating voucher programs successfully in this funding environment.  On behalf of one of our PHA agency members, NAHRO sent a list of questions to our members signed up to NAHRO’s NetworkCentral – Section 8 http://www.nahro.org/email-list

The rule (24 CFR 5.603(b) Net Family Assets. (4)) exempts the home purchased with voucher assistance from being counted as an asset for the first 10 years after the closing date. HUD issued the final rule on September 12, 2000.

In mid-January 2012, HUD notified PHAs of the Department’s estimated ongoing administrative fee pro-ration at 75 percent for the calendar year, which will be applied to all PHAs equally.  However, because 2012 ongoing administrative fee rates have not been published yet, PHAs are hard pressed to estimate their annual ongoing fee revenues as well as corresponding cuts.   NAHRO is providing members with initial estimates of each PHA’s 2012 ongoing administrative fee rates, which are not intended to replace HUD's official pending FY 2012 fee rate publication, but rather t
