Additional Time Available to PHAs Beyond December 21, 2011 But Voucher Funding Analysis and Planning Ahead Are Still Very Important

On November 14, House and Senate appropriators reached agreement on a “minibus” appropriations measure (H.R. 2112) that includes FY 2012 funding for HUD programs. The conference report addresses the Public Housing Operating Fund, Public Housing Capital Fund, HOPE VI, Section 8 tenant-based and project-based programs, as well as HUD’s community development and affordable housing programs.

In related news, HUD Secretary Shaun Donovan recently announced new proposed regulations intended to strengthen oversight in the HOME program.

In a recent New York Times editorial, the Obama Administration and Congress were criticized for considering cutting spending for HUD’s budget. The editorial describes governments’ history of cutting public housing programs and the effects cutting community development programs all together could have on the economy.

On October 4, HUD released its estimated impacts of the proposed Operating Fund offset for PHAs. The latest information can be found on the Allocation Adjustment Website where House and Senate offset estimates can be found.

On September 20, the Senate Appropriations Subcommittee held its markup of the Transportation-HUD bill. The subcommittee released a summary of its bill to the public the same day. The subcommittee unanimously passed its bill and sent it to the Full Senate Appropriation Committee the next day for markup.

The Senate Appropriations Subcommittee is set to mark up the FY 2012 Transportation-HUD Appropriations bill tomorrow, Tuesday, September 20. The House Appropriations Subcommittee marked up its version of the FY 2012 THUD bill earlier this month making significant cuts to several key housing programs that greatly affect NAHRO members.

On the evening of Thursday, September 8, the House Appropriations Subcommittee marked up the FY 2012 Transportation-HUD spending bill. The Senate Appropriations Subcommittee is expected to mark up its version of the FY 2012 THUD at some point this week. 

The House bill limits the compensation of PHA employees; cuts funding for the Public Housing Operating Fund, Public Housing Capital Fund, and HOME; and provides no funding for Hope VI or Choice Neighborhood programs.

On Wednesday, August 31, HUD Secretary Shaun Donovan announced five grantees will receive Choice Neighborhoods implementation funding totaling $122 million.  The recipients are the Cities of Boston, Chicago, New Orleans, San Francisco, and Seattle. The as-yet unauthorized Choice Neighborhood Initiative is the administration’s proposed replacement for the established Hope VI Program, which is dedicated to revitalizing public housing.
