PIH 2011-18: Guidance on Asset-Repositioning Fee & Re-occupying PH Units Proposed or Approved for Demo, Dispo or Homeownership

Summary: HUD’s notice provides guidance on the implementation of the asset-repositioning fee (ARF) pursuant to 24 CFR § 990.190(h) and on re-occupying public housing units proposed or approved for demolition, disposition, or transition to homeownership. A PHA that transitions projects or entire buildings of a project out of its public housing inventory is eligible for an asset-repositioning fee.

Notice of Funding Availability (NOFA) for HUD’s Fiscal Year 2011 Housing Choice Voucher Family Self-Sufficiency Program

Summary: HUD’s notice makes available $59.88 million in FY2011 funding for the Housing Choice Voucher Family Self-Sufficiency (HCV FSS) Program. This Notice is comprised of the Notice of HUD’s FY2011 NOFA, Policy Requirements and General Section (General Section) to HUD’s FY2011 NOFAs for Discretionary Programs, posted on www.Grants.gov on April 4, 2011, and this program section to the NOFA.

Section 8 HCV Program—Demonstration Project of Small Area Fair Market Rents in Certain Metro Areas, Request for Participation

Summary:  HUD’s notice provides additional details regarding the operation of the tenant-based Housing Choice Voucher (HCV) program in areas selected to participate in the Small Area Fair Market Rent demonstration, establishes the criteria for selecting public housing agencies (PHAs) for participation in the demonstration, and requests interested PHAs to apply for participation in the demonstration according to instructions published in this notice.

HUD’s Fiscal Year (FY) 2010 NOFA for the Self-Help Homeownership Opportunity Program (SHOP) Technical Correction and Extension

HUD announced the availability on http://www.Grants.gov and its website at http://www.hud.gov/ offices/adm/grants/nofa10/grpshop.cfm a technical correction to the FY 2010 NOFA for the Self-Help homeownership Opportunity Program (SHOP).  HUD's notice corrects the Threshold Requirement in the NOFA to make clear that a SHOP applicant and its affiliates must qualify as eligible public or private nonprofit organizations under federal or state law.

Section 8 Housing Assistance Payments Program—Contract Rent Annual Adjustment Factors (AAFs), Fiscal Year 2011

Summary:  The United States Housing Act of 1937 requires that assistance contracts signed by owners participating in the Department’s Section 8 housing assistance payment programs provide annual adjustment to monthly rentals for units covered by the contract. HUD's Notice announces revised Contract Rent AAFs for adjustment of contract rents on assistance contract anniversaries.  The factors are based on a formula using residential rent and utility cost changes from the most current annual Bureau of Labor Statistics Consumer Price Index (CPI) survey.
