Summary:  HUD's Notice (PIH Notice 2012-30) provides public housing agencies (PHAs) with instructions for the calculation of operating subsidy eligibility in Calendar Year (CY) 2013 in anticipation of Federal Fiscal Year (FFY) 2013 appropriations. It also informs PHAs that in an effort to reduce their reporting burdens HUD will use information in its systems of record to determine operating subsidy eligibility. HUD is committed to providing eligibility information to PHAs prior to the start of CY 2013.

On Monday, January 30, HUD Secretary Shaun Donovan announced new regulations intended to ensure open public housing to all eligible persons, regardless of sexual orientation or gender identity.

On November 14, House and Senate appropriators reached agreement on a “minibus” appropriations measure (H.R. 2112) that includes FY 2012 funding for HUD programs. The conference report addresses the Public Housing Operating Fund, Public Housing Capital Fund, HOPE VI, Section 8 tenant-based and project-based programs, as well as HUD’s community development and affordable housing programs.

Attention NAHRO members! The Subcommittee markup of the T-HUD bill initially scheduled for July 14 has been postponed. As a result, NAHRO’s national call-in day (originally scheduled for today) will also be postponed.  In the meantime, please continue to reach out to your members of Congress and tell them about the importance of affordable housing and community development programs in your community.

On June 30, HUD announced a revised version of the Notice of Disclosure form that describesthe rights of active duty military personnel and their dependents who are protected under the Servicemembers Civil Relief Act (SCRA).

Attention NAHRO members! NAHRO, along with others, will testify tomorrow before the House Financial Services Subcommittee on Insurance, Housing and Community Opportunity.  The hearing will focus on a recently released discussion draft of the ‘‘Section 8 Savings Act of 2011,” which makes reforms to the Housing Choice Voucher Program.
