Perspectives on the 2009 Federal Budget
Arrive early and receive a timely and informative overview
of the proposed FY 2009 Federal Budget. Experts will offer differing perspectives
on the budget and will discuss the administration's overall budget request and
the likely impact upon entitlement programs, non-defense discretionary program
accounts and other issues of import. Learn how our programs are impacted by
budget limitations and constraints. A complete and well-rounded understanding
of the budget as a whole will enhance your effectiveness on issues affecting
your community generally and will enable you to be a more effective housing
advocate. The session will allow time for discussion with our guest presenters.

Chuck Conlon |
Chuck Conlon has written and edited CQ Budget Tracker since its launch in early 2004, and for nine years before that covered budget and appropriations bills and a wide range of other legislation for CQ's House Action Reports. Prior to arriving at CQ in 2005, he wrote on similar issues with the Democratic Study Group for eight years in the House of Representatives. He also worked in legislative affairs for several years at a DC trade association. Mr. Conlon is from the Washington, DC area and graduated from the University of Virginia in Charlottesville. |

Robert L. Bixby is Executive Director of The Concord Coalition, a nonpartisan, grassroots organization dedicated to fiscal responsibility. He was named Executive Director in 1999, after serving as the organization's Policy Director, National Field Director, and in other capacities since 1992. He frequently represents the Coalition's views on budget and entitlement reform policy at congressional hearings and in the national media. Before joining the Concord Coalition, Mr. Bixby practiced law and served as the Chief Staff Attorney of the Court of Appeals of Virginia. |

Paul R. Cullinan |
Paul R. Cullinan is the Research Director, Budgeting for National Priorities Project for Brookings. He focuses on long-term budget issues, the fiscal implications of immigration policy and Social Security financing and benefit structure. He worked at the Congressional Budget Office for 26 years on a wide range of federal budget issues including immigration reform, higher education finance, welfare reform and Social Security. |

Alex Brill |
Alex Brill is a Research Fellow at the American Enterprise
Institute. A former senior advisor and chief economist to the Committee
on Ways and Means of the U.S. House of Representatives, Mr. Brill also served
on the staff of the President's Council of Economic Advisers (CEA). In Congress
and at the CEA, he worked on a variety of economic and legislative policy
issues including dividend taxation, the alternative minimum tax, international
tax policy, social security reform, defined benefit pension reform and U.S.
trade policy. |

Join NAHRO President Renee Rooker for a report on the Association's
progress last year and a look at the coming year's challenges. NAHRO's Executive

US Department of Housing and Urban Development will provide and update on the
Department's activities.. Keynote speaker David Gergen will begin the program
with his view on leadership in America.

David Gergen
|
David Gergen currently serves as Editor-at-Large at U.S. News & World Report and as a regular television commentator. He is also a professor of public service at the John F. Kennedy School of Government and is director of its Center for Public Leadership. In the fall of 2000, he published the best-selling book Eyewitness to Power: The Essence of Leadership, Nixon to Clinton. In the past, he served in the White House as an adviser to Presidents Nixon, Ford, Reagan, and Clinton. He returned to private life in January 1995. During 1984-1993, Mr. Gergen worked mostly as a journalist. For two-and-a-half years, he was editor of U.S. News. Working with the owner and Editor-in-Chief Mortimer Zuckerman and a revived staff, he helped guide the magazine to record gains in circulation and advertising. During that period, he also teamed up with Mark Shields for political commentary every Friday night for five years on the MacNeil/Lehrer NewsHour. A native of Durham, North Carolina, he is an honors graduate of Yale University and the Harvard Law School. He is a member of the District of Columbia bar. In addition, he served for three-and-a-half years in the United States Navy. Mr. Gergen is active on many non-profit boards, and he is chairman of the National Selection Committee for the Innovations in American Government. He frequently lectures in the United States and overseas and holds 14 honorary degrees. |

Widely regarded as one of the nation's keenest litmus testers on U.S. elections and political trends, Charlie Cook is the publisher of The Cook Political Report and a political analyst for the National Journal Group, where he writes weekly for National Journal magazine and CongressDailyAM. He also writes a regular column for the Washington Quarterly, published by the Center for Strategic and International Studies, and is a political analyst for NBC News. Before joining the National Journal Group in 1998, Mr. Cook wrote a twice-weekly column in Roll Call, Capitol Hill's premier newspaper. A hugely popular political speaker, Mr. Cook addresses dozens of national and regional associations and corporate clients each year. Using his encyclopedic knowledge of American politics, memorable stories, quick wit, and meaningful insights, he crafts speeches to provide his audiences with timely information about the changing political climate. |

Donald R. Wolfensberger |
Donald R. Wolfensberger has served as director of the Congress Project at the Woodrow Wilson International Center for Scholars since June 1999. He also writes a twice-monthly column, "Procedural Politics," for the popular Capitol Hill newspaper, Roll Call. He first came to the Wilson Center in February 1997 as a guest scholar and wrote the book, Congress and the People: Deliberative Democracy on Trial (Johns Hopkins University Press, April, 2000). Prior to that he worked for 28 years as a staff member in the House of Representatives, rising to the position of chief-of-staff of the House Rules Committee in the 104th Congress (1995-96)-the first Congress in which Republicans controlled the House majority in 40-years. He is an expert on parliamentary rules and procedures and played a key role in developing House reform proposals for the Republican leadership over the years, culminating in their adoption as House rules when the GOP won majority control in 1995. He earned a B.A. in English from North Central College and successfully completed his course work towards an M.A. in political science at the University of Iowa. He is a former radio news reporter and served with the Peace Corps in Tanzania, East Africa. |

address NAHRO delegates on upcoming legislation of interest to local housing

Herbert Kohl was elected to the Senate in 1988 and re-elected to a fourth six-year term in 2006. During his time in office, Senator Kohl has been recognized as a strong advocate for children's issues. Additionally, he has received acclaim as a strong defender of Wisconsin's farming tradition. Senator Kohl also has focused on anti-crime legislation, especially crimes related to kids. He serves on the Senate Appropriations Committee and the Judiciary Committee, and he is the Chairman of the Agriculture Appropriations Subcommittee, which has jurisdiction over the budgets of USDA, the FDA and other agencies which include many programs important to farmers and consumers. He also serves as the Chairman of the Judiciary's Subcommittee on Antitrust, Business Rights and Competition. Senator Kohl is also the Chairman of the Special Committee on Aging, the Senate's principal committee charged with examining the many issues affecting older Americans, like Medicare, retirement security and protection from fraud and abuse. Senator Kohl remains active in Wisconsin charitable activities. In 1990 he established the Herb Kohl Educational Foundation Achievement Award Program, which provides annual grants totaling $100,000 to 100 graduating seniors, 100 teachers and 100 schools throughout Wisconsin. In 1995, Kohl donated $25 million to the University of Wisconsin for a new sports arena. Before coming to the Senate, he helped build his family-owned business, Kohl's grocery and department stores. He served as President from 1970 through the sale of the corporation in 1979. In 1985 he bought the Milwaukee Bucks to ensure the basketball team remained in Milwaukee, and he is recognized as an avid sportsman. |

Norm Coleman was sworn in as a United States Senator on January 7, 2003. While in office, he has quickly gained a reputation as a productive and thoughtful legislator, willing to work with members of both political parties to get things done for Minnesota and the nation. Upon taking office, he secured a seat on the Senate Agriculture Committee and he brought Minnesota's commitment to renewable fuels to the Senate by leading the effort to expand renewable fuel initiatives and serving as the co-chairman of the bipartisan Senate Biofuels Caucus. He is a member of the Homeland Security and Government Affairs Committee where he serves as the Ranking Member of the Permanent Subcommittee on Investigations (PSI). He is also a member of the prestigious Senate Foreign Relations Committee and a member of the Senate Small Business and Entrepreneurship Committee. He was recently selected to join the U.S. Senate Special Committee on Aging, which looks out for the interests of America's seniors. Norm Coleman went to College at Hofstra University on Long Island and law school at the University of Iowa. After law school he worked for 17 years in the office of Minnesota's Attorney General. In 1993, as a democrat, he was elected Mayor of St. Paul, and in 1996, he switched parties, and ran as a republican winning the mayor's office with 59 percent of the vote. Senator Coleman and his wife Laurie have two children. |

At this session, NAHRO will present two association awards,
the NAHRO Legislator of the Year Award and the Mary K. Nenno Advocacy Award.
This year's Legislator of the Year is the Honorable Barney Frank (D-MA). His
selection as NAHRO Legislator of the Year honors his long-standing commitment
to providing decent, safe and affordable housing in quality communities for
families in need.

Rep. Barney Frank (D-MA) is Chairman of the House
Financial Services Committee. He has been in Congress since 1981. Previously
he was a Massachusetts State Representative and an assistant to the Mayor
