Join us in Washington, DC this fall as we conclude our year-long celebration of our 75th Anniversary at the 2009 National Conference and Exhibition October 4-6 at the Washington Marriott Wardman Park. The important work of providing affordable housing and safe viable communities can be challenging. On a daily basis we face regulatory, social and economic challenges. However, amid new challenges, new ways of doing business are emerging. The American Recovery and Reinvestment Act (ARRA) and the funding it provided to our members have positioned the housing and community development industry as leaders in rebuilding our economy and creating sustainable solutions for our communities.
This year’s National Conference and Exhibition features more than 45 hard-hitting sessions on topics that will provide you with the skills needed to continue to build your communities and run successful agencies. Once again the Manufactures and Suppliers Council will sponsor an exhibit hall where you can inspect, examine, and test the products and services crucial to your agency’s efficient operations. The 75th Anniversary Committee has planned special sessions and events to celebrate our rich 75-year history, and on Tuesday afternoon, Study Tours will showcase DC and the surrounding areas.

Dr. Vaughn Grisham, Director of the McLean Institute for Community Development and Professor of Sociology at the University of Mississippi will be the opening keynote speaker. Dr. Grisham has taught at the University for more than 40 years, produced and directed two films, written hundreds of papers and articles as well as four books, and is currently writing a book on extraordinary communities throughout the United States. He helped to establish leadership development programs in more than three hundred countries, worked in leadership and community/economic development in more than thirty-three states and two Canadian provinces, and has been a resource consultant on two occasions for Russian communities. He has won several awards including Outstanding Teacher at the University of Mississippi, the Lifetime Achievement Award by the Alabama –Mississippi Sociological Society in 2006, serves on the Kettering Foundation and Southern Growth Policies Board think tanks, and he has worked in association with the Annie L. Casey Foundation on extraordinary communities. |

This session is weighted in favor of the recently appointed commissioner with opportunities for long timers to rethink issues across today’s changing housing and community development landscapes.
- The Role of Public Housing in National Housing Policy
During the past several years, there has been a noticeable absence of a comprehensive, coherent National Policy on Housing. Housing as a priority has diminished both in funding and in attention. The recent economic crisis, fueled by a collapse in the housing market, has demonstrated how short-sighted visions can create long-term crisis. Come hear national experts discuss what a national housing policy could do for the country and what role public housing can and should play in the debate.
- Impact of Foreclosures on the Voucher Population
Hear what two housing authorities are doing to address the foreclosure issue in their jurisdictions and how this issue is affecting the voucher families and the community at large.
- Financial Analysis of the New Project-Based Accounting Regulations
This session will cover techniques and analysis of common business practices and implementation of the asset management regulations including what to expect in a financial and compliance audit, and the challenges with the new FDS reporting model.
- Rural Development – What Cities Can Learn from Our Country Neighbors
With more than 100 housing and community development programs, USDA Rural Development provides million’s of American’s with affordable housing opportunities, infrastructure improvements, job opportunities, and public service enhancements. In a typical year, Rural Development programs create or preserve more than 150,000 rural jobs, enable as many as 50,000 rural Americans to buy homes and help 450,000 low-income rural people rent apartments or other housing. Assistance is provided through direct or guaranteed loans, grants, technical assistance, research and extensive educational materials. Working with state, local, and tribal governments, rural businesses, cooperatives, and nonprofit agencies, USDA RD is the essential lifeline in rural communities. Staff members from USDA’s National Rural Development Office will provide us with special insight into their programs. Take this chance to learn from our rural sisters and brothers.
- Navigate the Recession with Exceptional Customer Service
This session will provide a look at how at leaders in the housing industry can achieve revenue goals in uncertain economic times with customer service initiatives designed to enhance external and internal business relationships.
- Amplifying Our Message: Voices of Public Housing
Getting the true story of public housing out into the public domain and projecting the voices of public housing from around the nation is challenging set against other current issues but doable. This panel presentation features voices from several public housing communities. Listen to their message and how they are trying to encourage their voices to be heard in their community. Listen to these voices and consider how you might form and shape your own message highlighting the face and true spirit of public housing in your own community.
- Project Based Accounting, Management and Budgeting: What We Have Learned About Using Information Technology to Create Efficiencies within Asset Management
Housing authorities are now implementing and reporting based on the new project-based accounting, management and budgeting requirements. This session will discuss how Housing Authorities have changed their systems and internal operations to prepare for the new requirements and how technology can assist in these new requirements. Areas explored will include accounting, housing operations and management and what strategies have been used to better prepare for this new environment. This session is targeted to executive directors, finance directors, housing operations directors and accounting and management.
- Sexual Harassment in Your Workplace: Simple Successful Strategies
Sexual Harassment can result in devastating lawsuits, demoralization of staff and distraction from the agency’s mission. This session will present the latest successful strategies for maintaining a safe, harassment-free work environment, addressing sexual harassment when it happens and avoiding costly lawsuits. Attend this session to learn what critical actions the law requires and resources available to you for implementing an effective anti-harassment policy. This session will provide an over view of the financing of the housing authority. Including funding from HUD and rental income. Public Housing; Section 8 Programs; Grant Writing/Tax Credits. What a commissioner should know about a financial statement.
- The Birth of a Healthy Non-Profit
This session, for commissioners and executive directors will look inside the structure of a nonprofit. It will scratch the surface on how to set-up a nonprofit, how to get it going, how to find a project, how to structure the financing for the project, and how to manage opportunities and cash flow.
- Public Housing Conversion and Disposition: Experiences and Approaches
The decline in HUD investment and the growing financial obligations for operations and deferred capitol improvements have required that housing authorities, large, medium, and small, take control over the future of their public housing portfolios. This session will focus on different approaches that housing authorities have taken in repositioning their public housing portfolios. The panel will share lessons learned in both the conversion and disposition process.
- Homeownership/Family Self-sufficiency and the Voucher Program
Changing the mindset of families that believe the HCV program is an entitlement through innovative techniques; reducing the barriers to employment and education through community partnerships; reduce HAP costs through innovative programs such as the economic Self-Sufficiency program.
- Financial Analysis of the New Project-based Accounting Regulations (Repeat from Morning)
- Energy and Sustainability Planning
Affordable housing owners and developers engaged in renewal of their aging housing assets or considering construction of new units will benefit from a comprehensive review of sustainability options, including energy efficiency, green technology, and renewable energy solutions. Built with tax credits, bonds, interest subsidies, and other assistance, these properties, when properly renovated, can yield utility cost reductions, improved operations, lower maintenance costs, and improved housing affordability. This session will examine the needs and opportunities for bringing sustainability into affordable housing asset management programs, consider methods for evaluating new construction and retrofit opportunities, and more.
- It’s a Small World After All: An Examination of the Global Recession and It’s Impacts or Opportunities for Housing and Community Development
A financial crisis as damaging as this current downturn has repercussions for housing and community development programs in all corners of the globe. Hear how the global recession has affected some nations more than others – did housing policies in some countries protect them and lesson economic impact? Some nations are using investment in housing and community development programs as a vehicle for economic recovery – How are they structuring their recovery programs? What have other nations chosen not to make these investments? Gain perspective on American recovery plans and glean lessons for future policy-making from an international panel of experts.
- Moving to Work Demonstration Forum
This session is a must for agencies participating in the Moving to Work (MtW) Demonstration Program, those who aspire to MtW participation, and those who wish to learn first-hand about the success of innovations thus far engendered by the MtW Program. MtW agencies will share their experiences in a moderated interactive discussion. The discussion will examine program outcomes and what they can tell us about future housing program reform. Time permitting; the discussion will also explore how pending legislation that would replace MtW with a “Housing Innovation Program” may affect the future of the program.
- Resources and Support for the American Recovery & Reinvestment Act
Federal funding via the ARRA and various new stimulus programs presents the NAHRO membership with an array of expanded new financial vehicles to achieve their goals. The Home Depot offers key products, services and national programs to actively support Government partners in effectively utilizing these new revenue streams via cost effective, efficient procurement. This session will focus on two key areas -- their national US Communities Contract and their Renovation Services program.

This morning’s session coincides with World Habitat Day. On the first Monday of every October, the United Nations focuses world attention on living conditions around the globe. This year’s theme is “Planning Our Urban Future” and will focus on environmental and economic sustainability. President Obama and HUD Secretary Donovan have added their influence to the 2009 event by sponsoring World Habitat Day activities. Dr. Tom Manion was appointed Chief Executive of Irwell Valley in 1997. Since then, the Association has more than tripled in size and achieved international status across Europe and the United States as a frontrunner of modern methods and innovation in business practice, customer service, and property and neighborhood management. Tom is a Distinguished Professional Fellow of the Chartered Institute of Housing, a fellow of the Royal Society of Arts and in 2003 he was awarded the Cabinet Office’s Public Servant of the Year. In the same year, The Independent Newspaper identified him as one of the top 10 influential people in housing in the UK. This was followed a year later with recognition in The Guardian who cited him as one of the top ten innovators in the UK, describing him as “a charismatic pioneer.” Tom was presented with NAHRO’s John D. Lang International Award last year which recognizes a person in the housing and community development field who has made an outstanding contribution towards international understanding and exchange of international experience. In the 1980s Tom worked at Memphis State University and on housing projects in Tennessee. He also worked in the House of Commons, as a Front Bench Adviser on the 1988 Housing Act. He has been a Drug Commissioner of the North West Regional Assembly, a Special Adviser to Bolton Arm's Length Organization, a Director of the Big Issue, and Director of High Peak Housing Trust. He also worked for European Housing Associations and with housing providers in Hong Kong and China. Tom also works very closely with Julian Richer, hi-fi entrepreneur on business change and customer service in the private sector. Tom chairs the Community Foundation Greater Manchester, writes a regular column for Inside Housing, and was an Editorial Adviser for Housing Today. He makes frequent appearances on television and radio, and he has written a book on the current state of the public sector and customer service, and will publish a series of DVDs on management development, leadership, change management, motivation and courageous leadership. |

Strategic planning objectives will be highlighted in this session, particularly as those objectives relate to the need for high levels of adaptation and change in the public housing arena. This session will offer a suggested set of strategic planning roles and responsibilities for board members and executive directors.
- Asset Management: Sharing Best Practices from the US and Europe
Asset management as defined by HUD has forced change across our industry over the last five years. This session is a great opportunity for US and European experts to share best practices and lessons learned. The U.S. model of asset management analysis has a primary focus on financial performance of assets, which is a model that has helped our European social housing partners better refine their financial analysis systems. Our European counterparts (mainly the Netherlands and the UK) have developed and begun to implement a model that analyzes both the social and financial performance of their social housing assets that can in turn help evolve the asset management analysis model used here in the U.S.
- From Conception to Birth: Acting as Your Own Developer
This session will provide an overview of the process, the steps to mixed-finance development, and the importance of building your team.
- Working with Your Community Partners and Inter-agency Partnerships
Dynamic community partnerships can transform a “those people” perspective of the HCVP into a win-win-win collaboration benefiting the Housing Authority, those we serve and the neighborhoods in which we operate. Hear some success stories and learn how to create opportunities out of community needs.
- The Role of Education in Community Development Strategies
A multitude of concerns and topics must be considered if community development activities are to be successful. One of the most overlooked of these issues is the importance of improving public education as part of local development plans. Progressive cities working with private and philanthropic partners have spearheaded a unique solution to this problem. School-centered community revitalization combines the improvement of at least one elementary school in a neighborhood with housing, health, and economic development strategies that help children succeed. Panelists involved in school-centered community revitalization initiatives both nationally and locally will discuss the results of their efforts and will share what they have learned, with a particular focus on the role of housing providers.
- The Lessons of Experience: How Successful Executives Develop on the Job
Where do successful leaders come from and how do they learn the skills that propel them and sustain them at the top of their agencies and companies? By looking systematically at the careers of successful and derailed executives and checking them against what psychological research has shown about human motivation and learning, we can discover that many of the developed strategies commonly used by organizations today are of limited value in cultivating true leadership talent. More importantly, there are certain other key elements that can actually maximize the likelihood of success and diminish the likelihood of derailment. We need present concrete ideas on how to map out your career for success and how to create developmental experiences for other leaders in your organization in order to create a pool of high potential individuals and a succession plan for yourself.
- Social Media and Recruitment
Explore the importance of new technology in recruitment and retention of young leaders in housing. Learn to think strategically about tools like Facebook, Twitter, Bebo, and Digg in your organization. Session includes interactive examples of new web technologies in action. Discuss in what ways new technology influences how young team members think about issues and the field of housing.
- This Just In from Washington
These are interesting and challenging times in Washington, DC. While efforts to address the mortgage foreclosure crisis have been underway for some time, other important legislative initiatives including SEVRA, asset management, addressing the needs of the homeless and the 2010 appropriations are also under review and consideration. NAHRO's Legislation and Program Development staff are on the front lines and will present an informative and interactive session on the latest up-to-the-minute news from Washington, DC. Staff also will provide updates on key issues and thoughtful commentary and analysis on those issues. Hot topics that might be covered include HUD’s 2010 Budget; SEVRA, NSP; Economic Recovery Act implementation, and more. For those who want to be in the know, this is one session you won’t want to miss!
- Renewables and Energy Performance Contracting: Sustainable Solutions for Public Housing
A panel of experts, representing Renewable Energy, Finance & Accounting and Public Housing, will explain the basics of renewable energy and how to include Solar, Geothermal and other Renewables in energy performance projects.

- Ask the Lawyers – A Session for Commissioners
This session, for commissioners, directors and office staff, is interactive and requires the participation of attendees. After a brief presentation, there will be a question and answer session.
- Team Working – How to Make it Work for You
Commissioners need to provide team leadership as well as contribute to a team. This session will explore, what a team is, what makes a team effective, the characteristics of a high performing team, how to be a better team leader, and much more.
- Inside the Numbers: Finding a Feasible Tax Credit Project in Today’s Market
This session will provide an overview of tax credits and using them as a source and the current state of the tax credit market.
- Funding for the Voucher Program/SEVRA/Other HUD Information
This session will provide an update of the “Section Eight Voucher Reform Act” and related reform proposals. Panelists will provide an update of funding and formulas for Section 8 programs in the House and Senate versions of FY 2010 THUD Appropriations bills, as well as insights on how PHAs can position themselves for FY 2010 and beyond. Panelists will discuss implementation of various aspects of the final “rent refinement” rule, including the ability of PHAs to use participant households’ actual past annual income and to dramatically reduce the circumstances requiring manual third party verifications.
- Our Final Shot at Getting Baby Boomer Development Right
The challenges of housing, shrinking incomes, and societal dynamics will face all of us over the next decades. This session will examine the problems from two different perspectives. First, we will examine the importance of seniors to our society. For years, Neighborhood Grandmothers have been the bedrock of our families and communities. The challenge is to meet the needs of these vital income-restricted Americans by providing affordable housing options within existing urban communities. The 2nd part of our program will explore a working program that is showing real results. "At Your Service" Affordable Assisted Living is a program of the Warwick, Rhode Island Housing Authority.
- 10 Future Leadership Trends: A Research Study
In 2007, researchers at the Center for Creative Leadership asked 247 senior executives around the globe about key future leadership trends in business. The goal was to assess these trends, the obstacles they create, and their potential impact on leading organizations. The results show important patterns that focus on talent, innovation collaboration, and globalization. This session will discuss the key leadership reflection questions that the 10 trends present for individual leaders.
- Mixed Income Homeownership Best Practices, Including NSP
Would permanently affordable homeownership be a useful tool for your community? Hear about strategies to create greater stability in mixed income developments using permanently affordable homeownership. The Section 3 program requires Public Housing Authorities to provide job training, employment and contracting opportunities to low and very low income persons. There is renewed interest in how the program is being used, particularly with $4 billion of Capital Grant money being provided through the American Reinvestment and Recovery Act. Project basing Section-8 Vouchers is a powerful way to spur development in your community. The PBV’s allow PHA’s to partner with Developers by offering valuable operating subsidies. In these difficult times, there are many development gaps that need to be filled. Come here two practitioners discuss what has worked in their communities.

This session will discuss how to develop programs to work with disabled and senior populations, how to establish a network of resources to refer clients to, how to work with reputable agencies to support clients and services, and is there untapped funding that could be utilized to ensure that the needs of homeless veterans are met. VASH voucher success stories issued in 2008 also will be featured.
- The New 80/120 Rule: Mixed Income Developments (Just Added)
Neighborhood residents frequently resist affordable housing developments, for fear of a decline in property values or increases in vandalism and crime. Yet the need for affordable housing is pervasive, either for seniors or for service workers such as police & fire personnel and teachers. In response, developers are working with community officials to incorporate affordable housing units in otherwise market-rate for-sale and rental multifamily developments. The result is a mixed income community that blends seamlessly into an existing neighborhood. The presenters will investigate the strategies and partnerships necessary to make mixed income communities work while detailing working projects with winning records.

Assistant Secretary for Public and Indian Housing
Sandra Brooks Henriquez was sworn in on June 19, 2009 as the Assistant Secretary for the Office of Public and Indian Housing (PIH) at the U.S. Department of Housing and Urban Development. She oversees the nation's public housing and rental assistance programs that assist approximately 3.2 million low-income families across the U.S., and is responsible for HUD's Native American and Native Hawaiian programs, which serves 562 federally recognized tribes. For the past 13 years, she has been the Administrator and Chief Executive Officer of the Boston Housing Authority (BHA), one of the nation's largest public housing authorities. A former President and Director of the Council of Large Public Housing Authorities (CLPHA), Ms. Henriquez has dedicated her life to housing others. Prior to working for BHA, she worked for Maloney Properties, Inc., a full service real estate property management firm specializing in the delivery of services to resident-controlled and non-profit sponsored housing, and prior to that she served as the Director of Housing Management and Tenant Services for the Commonwealth of Massachusetts' Department of Housing and Community Development. |

Assistant Secretary for Community Planning and Development
Mercedes Márquez was sworn in on June 29, 2009 as Assistant Secretary for Community Planning and Development. As Assistant Secretary, Ms. Márquez is responsible for more than $7 billion in assistance to America’s communities, directing programs that are vital to the well-being of the nation’s states and localities. Prior to her appointment as Assistant Secretary, Mercedes Márquez was General Manager of the City of Los Angeles Housing Department (LAHD) from January 2004 thru June 2009. She returned to public service after serving as Vice-President of McCormack Baron Salazar, Inc., a national firm specializing in the development, consultation, and management of urban communities. Prior to her time with McCormack Baron Salazar, Inc, she served in the Clinton administration as the Senior Counsel to the Secretary and Deputy General Counsel for Civil Rights and Fair Housing for the United States Department of Housing and Urban Development (HUD) in Washington, DC. From 1992 to 1997, Ms. Márquez was a partner at Litt & Márquez, where she specialized in complex public interest litigation including slumlord, fair housing, public housing, sexual harassment, employment discrimination, and constitutional issues cases. She is an Advisory Board Member of The Eleanor Roosevelt Papers & Human Rights Project and the Center for Urban Redevelopment Excellence, a former Trustee of The McAuley Institute, and past national Vice-President of the YWCA of the USA. |

Public Housing in Green, Affordable, Sustainable Communities
The District of Columbia Housing Authority (DCHA) will host a study tour of several of its most noteworthy properties, showcasing recent efforts to provide affordable housing that serves all parts of the community in an environmentally sustainable manner. Sites of interest will include Regency House, where DCHA recently opened a new green roof and solar energy system; The Townhomes on Capitol Hill, where mixed-income redevelopment is integrated into the urban fabric of Capitol Hill; and the adjacent Capitol Quarter, a HOPE VI redevelopment currently under construction which incorporates energy-efficient townhomes into a truly mixed-income community of high architectural standards and strong community amenities. Time permitting, the tour will also visit Kentucky Courts, a property where mixed-finance mixed-income redevelopment and rehabilitated conventional public housing operate side by side, and where new environmentally-friendly community amenities are currently being installed.
