and the H/CD Commissioner Ethics plays a significant role in the life of a commissioner. This seminar
increases the commissioner's understanding of professional conduct guidelines
and ability to recognize and appropriately address ethics-related issues
and problems that may occur. This course, intended for the new commissioner-and
a refresher for the veteran commissioner-uses practical applications and
skills assessment exercises to reinforce ethics-related concepts. It discusses
industry laws and regulations impacting ethical conduct and helps participants
build their capacity as board members. (Prerequisite: Commissioners' Fundamentals

for Executive Directors Learn how to maximize your limited resources including staffing and successfully manage the fiscal operations of your agency. Discuss asset management and how it will affect your agency. Strategic
Planning, Agency Development, and Policy for Commissioners This program provides a systematic way for commissioners to master the
skills and knowledge needed for excellent leadership of housing and redevelopment
authorities. This course provides an understanding of strategy, including
planning, strategic initiatives, management, and leadership. Participants
will explore the relationship between strategy and the agency's mission
and how strategic plans fit with HUD's planning expectations. This course
also deals with the development of agency capacity so it can achieve its
goals in the context of the strategic plan. The instructor will lead a
discussion on the development and implementation of policies consistent
with agency objectives and goals, budget, and the means by which the agency
pursues its mission.

Guide to Understanding and Monitoring Agency Operations and Programs This interactive workshop facilitates the commissioner's understanding of operational and program diversity among agencies and explores the concept of "the agency as a business" that must be continuously monitored and assessed. Designed for new commissioners, this course also examines board-staff boundaries and responsibilities related to establishing and implementing agency policy and managing and overseeing operations and programs. (Prerequisite: Commissioners' Fundamentals seminar.)
