HUD’s New Yardstick: PHAS III for PHAs

On Feb. 23, 2011 HUD published an interim rule entitled “Public Housing Evaluation and Oversight- PHAS and Determining and Remedying Substantial Default.” This interim rule implements REAC’s new Public Housing Assessment System, including revised physical, financial, and management assessments, and adding a new Capital Fund indicator. In addition to the interim rule, also known as PHAS III, HUD has issued a Notice with guidelines for the implementation of the new interim rule. The rule goes into effect starting with PHAs whose fiscal year ends March 31.
NAHRO’s e-Briefing will provide registrants with a complete overview of the new rule as well as information on how to make their PHAs compliant and maximize their PHAS score. Speakers include: Mr. Johnson Abraham, Program Manager, Integrated Assessment Subsystem, HUD, and Mr. Bill Jacobs, Executive Director of the Housing Authority of McDonough County, Illinois. During the briefing, presenters will discuss the new rule, highlighting additions and key changes. In addition, they will provide a step-by-step walkthrough of the system using actual PHA data to provide participants with a real-life example of the new assessment.
