Demystifying the Elusive Earned Income Disallowance (EID)

Objectives:

  • To clarify the qualifying factors and documentation required for Public Housing Residents and HCV Disabled Participants
  • To present and practice correctly and accurately calculating the disallowance for a qualified household member, tracking the use of the benefit and completion of an accurate rent determination for the household

The Earned Income Disallowance is required by Federal statute and regulation. It is intended to support an assisted housing beneficiary in moving to stable self-sufficiency. At the same time, it is acknowledged to be a challenging and administrative time consuming task.

It is critical for agency staff responsible for administering and completing both re-examinations and interim rent adjustments to objectively and accurately engage the EID benefit as prescribed by law and HUD regulation.
