Energy Performance Contracting

This seminar will present methods for financing comprehensive rehab using utility cost savings. These projects, which have been coupled with capital fund financing, traditional capital fund, reserves, and state incentive grants, have generated more than $300 million in modernization and property revitalization. HUD has implemented policy program changes to streamline the process and provide greater flexibility. This workshop will consider planning, HUD policy & regulations, typical retrofit strategies, and integration into housing authority modernization, maintenance, and financing programs. (1.3 CEUs)

Participants will learn:

  • How to evaluate your portfolio and see if energy financing is right for you
  • How to manage the process using an energy service company or doing it yourself. Also, learn how small agencies aggregate with peers
  • How HUD energy regulations and policies work and how payments are made through Operating Fund
  • How to mix energy financing into other ongoing modernization, maintenance, capital fund finance, and HOPE VI projects
  • What equipment, measures, training, and services are involved and paid for by savings
