Participating jurisdictions are subject to extensive recordkeeping requirements particularly to demonstrate that HOME-assisted projects are in compliance with the occupancy and affordability restrictions of the program. Before disbursing HOME funds to any entity, the PJ must execute a written agreement with that entity, ensuring compliance.

The written agreement must describe the use of the HOME funds and include provisions regarding affordability, occupancy and quality standards of the units and financial arrangements including repayments, disbursement of funds, reversion of assets and any other applicable program, recordkeeping and reporting requirements. The agreement must remain in effect for the duration of the required affordability period.

The participating jurisdiction is ultimately responsible for the maintenance and availability of all required records. As subrecipients of HOME funds, local housing authorities or other entities are typically parties to a written agreement detailing their responsibilities with respect to monitoring and other activities to ensure compliance with HOME program rules.
