HCV Project Based Vouchers (HCVPBV) w/ Proficiency Test
Description: This NAHRO Professional Development offering will provide participants with an understanding of the vast regulatory guidance that has formed and shaped the Housing Choice Voucher (HCV) Project-based Voucher (PBV) program. The program explores the options of when it makes sense to use the PBV program, and when it can be used to stabilize the voucher in the community. It focuses on the development of policies and procedures that will be needed to implement the program and how the program interfaces with the traditional Tenant-based Voucher (TBV). The program will include the Request for Proposal (RFPs) requirements, sample proposals, policy decisions that must be made, Annual Plan and Administrative Plan changes, and include the nuts and bolts of dealing with eligibility, income, file structure and the calculations to be mastered through engaging participants in skill development and practice. It will include case study work on the processes that staff will need to undertake. The program includes the latest information on how the Project-based Voucher (PBV) interfaces with the Rental Demonstration Program (RAD) and what the PHA will need to do in order to comply with the new program requirements- changes in the Admin. Plan, wrong sized unit, grievance procedure changes, earned income disallowance changes, etc. Most importantly, this class will equip participants with the necessary skills to reduce errors and avoid HUD findings in compliance reviews and audits.
