NAHRO's M. Justin Herman Award Given to Kurt Creager

WASHINGTON, Oct. 7 - The National Association of Housing and Redevelopment Officials has selected Kurt Creager as the recipient of its 2004 M. Justin Herman Award in recognition of his outstanding achievements and innovation in the housing and community development field. The award will be presented Oct. 13 at NAHRO's National Conference and Exhibition in
Baltimore, Md.

Creager has served as executive director of the Vancouver (Wash.) Housing Authority (VHA) for the past 12 years. In this position, he has lead the authority to its current position of prominence by encouraging employees to think outside the box and by conceiving and implementing housing projects that have garnered wide-spread community support. He is widely cited for his skill in coalition building, dedication to providing quality affordable housing, and innovative approach to solving the problems that face housing authorities across the nation.

Creager's notable achievements at VHA include: developing a network of emergency shelters for families and youth in crisis; establishing transitional housing options for the homeless, including Central Park Place; and conceiving and implementing VHA's diversification strategy that covers nearly 2,000 housing units and will sustain the organization for many years. Creager was a founding member of the Washington State Housing Trust Fund advisory team, which has provided $420 million for affordable housing in Washington. He is a past NAHRO president (2001 to 2003) and senior vice president (1999 to 2001).

The M. Justin Herman Award is NAHRO's highest honor and most prestigious award. It was developed to honor an exceptionally qualified person who has made outstanding contributions to the quality of life through service in the field of housing or community development.
