NAHRO's Elizabeth B. Wells Memorial Award Given to Carl S. Richie, Jr.

WASHINGTON, Sept. 30 -- The National Association of Housing and Redevelopment Officials has selected Carl S. Richie, Jr. as the recipient of its 2005 Elizabeth B. Wells Memorial Award in recognition of his outstanding achievements and innovation in the housing and community development field. The award will be presented Oct. 8 at NAHRO's National Conference and Exhibition in Chicago, IL.

Richie serves as Commissioner of the Housing Authority of the City of Austin (HACA), as well as the President of the Southwest Housing Compliance Corporation, a non-profit entity of the HACA. Through his work with the HACA, Richie has been instrumental in the development of programs and partnerships focusing on education as a means of breaking the cycle of poverty. Richie is also credited with raising the performance and reputation of the HACA.

"It is through his counsel and assistance that we are viewed, not only as a high performing organization, but also as leaders within the housing industry," says HACA Executive Director James Hargrove.

Richie received a master's degree in Public Affairs from Texas Southern University, a law degree from the University of Houston Law Center, and is a fellow of the University of Texas School of Law. Since 1991, Richie has concentrated his law profession in legislative and regulatory affairs, representing clients on education, electric utility regulation, housing, financial services, occupational licensing and tax issues before state and federal administrative agencies. His awards include Texas NAHRO's Commissioner of the Year in 2003, the NAACP Achievement in Legal Excellence Award in 1995, and the Male Public Service Award from the Business Opportunity Symposium Series in 1992.

"The dedication and commitment to improving his community and neighborhoods is a shining example for us all," said NAHRO President Jim Inglis. "The City of Austin is fortunate and blessed with such an outstanding leader."

The Elizabeth B. Wells Memorial Award was established in 1987 to provide a living acknowledgment of the outstanding contributions Wells made to the housing field as a member of the Board of Commissioners of the King County (WA.) Housing Authority and as NAHRO's first Vice President of the Commissioners Committee. The award honors a commissioner who has demonstrated excellence as an advocate in developing the financial, political, and community support necessary to ensure the continuation and expansion of housing or community development programs.
