October 10: The National Association of Housing and Redevelopment Officials
has selected Jack Quinn as the recipient of its 2006 M. Justin Herman Award
in recognition of his outstanding achievements and innovation in the housing
and community development field. The award will be presented Oct. 15 at NAHRO's
National Conference and Exhibition in Atlanta, Ga.
Mr. Quinn recently retired from his position of Executive Director of the Housing
Authority of the City of Pueblo (Colo.), a position he held for nearly 35 years.
During Mr. Quinn's long and successful tenure, he greatly increased Pueblo's
affordable housing stock by saving several historic buildings from demolition
and renovating them for apartments and developing single family housing using
tax credits. Since the beginning of his tenure as Executive Director, the housing
authority has increased its inventory of housing assistance from 374 to more
than 2,800.
An active participant in his community, Mr. Quinn has volunteered with organizations
such as the United Way, St. Mary-Corwin Medical Center, Latino Chamber of Commerce,
Greater Pueblo Chamber of Commerce, Packard Foundation, Pueblo Community College
Foundation, and the Boys and Girls Clubs of Pueblo, who in 2001 dedicated on
of their program centers to him. Professionally, Mr. Quinn has served as president
of Colorado NAHRO, Mountain Plains NAHRO, and National NAHRO, and has been involved
with the Neighborhood Housing Services Organization, the Colorado Housing and
Finance Authority, the Governor's State Wide Task Force on Housing, and the
Public Housing Authorities Directors Association. As one of his peers said,
"He is a leader who is held in high esteem and every day makes a difference
in the lives of people he serves and those in the housing and community development
industry nationwide."
"It is an honor for NAHRO to recognize Mr. Jack Quinn with the M. Justin
Herman Memorial Award," NAHRO President Don Cameron said. "His dedication
and achievements to enhance the quality of life throughout his long career are
substantial."
The M. Justin Herman Award is NAHRO's highest honor and most prestigious award,
and was established to provide a living acknowledgement for the standard of
excellence M. Justin Herman established in the field of housing and community
development. It recognizes an exceptionally qualified person who has made outstanding
contributions to the quality of life through service in the field of housing
or community development.
