Austin Housing Commissioner to Develop National Housing Community Development

WASHINGTON, November 26-- Carl S. Richie, Jr., an attorney and Commissioner
for the Austin (Texas) Housing Authority, will help shape policies for the nation's
oldest housing and community development association. Recently elected to a
two-year term as the Association's Vice President for Commissioners, Mr. Richie
will serve on the board of the National Association of Housing and Redevelopment
Officials (NAHRO).
As Vice President for Commissioners, Carl will work with staff, leadership
and membership at all levels of NAHRO to expand the skills of commissioners
and help them fulfill their responsibilities effectively.
As an adolescent Carl resided in public housing with his family. Mr. Richie
currently serves as Chairman of the Board of Commissioners for the Housing Authority
of the City of Austin (HACA), as well as the President of the Southwest Housing
Compliance Corporation, a non-profit entity of HACA. Through his work with the
HACA, Commissioner Richie has been instrumental in the development of programs
and partnerships focusing on education as a means of breaking the cycle of poverty.
He is also credited with raising the performance and reputation of the HACA.
Commissioner Richie earned a master's degree in Public Administration from
the Barbara Jordan/Mickey Leland School of Public Affairs at Texas Southern
University, a law degree from the University of Houston Law Center, and he served
as a fellow at the Center for Public Policy Dispute Resolution Center at The
University of Texas School of Law.

and neighborhoods," said NAHRO President Renée Rooker. "Because
of his first-hand knowledge and experience, he will be invaluable to these efforts
on a national level."
The National Association of Housing and Redevelopment Officials, established
in 1933, is the nation's oldest professional membership organization that advocates
for affordable housing and strong, viable communities for all Americans, particularly
those with low and moderate incomes. The association represents more than 22,000
housing and community development organizations and officials. NAHRO members
predominantly administer Public Housing, Section 8, Community Development Block
Grant (CDBG), and HOME programs. Member agencies provide housing for more than
7.5 million low-income people; bring more than $1.2 billion CDBG and HOME funding
to their communities; and serve more than 152 million individuals.
