Plan to arrive early or stay late and take advantage of the following professional development seminars held in conjunction with the Summer Conference. A separate fee and advance registration are required.
COMMISSIONERS FUNDAMENTALS SEMINAR
July 26–27
This course explores the roles and responsibilities of commissioners, enhancing the understanding of the commissioner's multi-faceted position as advocate, leader, team-builder, strategist-and more. Increase your effectiveness as a board member and leader, while exploring the intricacies of board-staff relationships and boundaries. This seminar provides an excellent training foundation for the new commissioner.

BEYOND THE BASICS: MIXED FINANCE DEVELOPMENT FOR PUBLIC HOUSING AUTHORITIES
July 26–27
This dynamic session focuses on mixed-finance redevelopment by public housing authorities. We will discuss key elements of the Low-income Housing Tax Credit ("LIHTC") program including recent reforms under the American Reinvestment and Recovery Act of 2009 (ARRA) and the Housing and Economic Recovery Act of 2008 (HERA), other development financing sources (e.g. HOME, CDBG, FHLB, NSP), operating subsidies (e.g. project based vouchers and public housing operating subsidy), deal structuring and negotiating tips, various development models and ownership structures, PHA affiliate/ instrumentality issues, and mixed-finance redevelopment considerations. Instructors will also discuss key strategies for integrating development and operational phases of a mixed finance development, including LIHTC compliance.
This seminar discusses helpful practices and potential pitfalls in the development process and concludes with a mock negotiation of a letter of intent between a public housing authority and a tax credit equity investor that will serve to reinforce concepts discussed throughout the day and leave attendees with a solid working knowledge of how to move their agencies forward in achieving affordable housing development goals. Attendees are assumed to have a basic introduction to affordable housing development.

EXECUTIVE MANAGEMENT OVERVIEW

This overview, geared toward the CEO, Executive Director, Deputy Director or Department Director with ten or more years of experience, will prepare participants for the Certified Management Executive (CME) certification exam.

ETHICS FOR THE HOUSING AND COMMUNITY DEVELOPMENT COMMISSIONER
July 30-31
Ethics plays a significant role in the life of a commissioner. It increases the commissioner's understanding of professional conduct guidelines and the ability to recognize and appropriately address ethics-related issues and problems that may occur. Learn about industry laws and regulations impacting ethical conduct and build your capacity as a board member. This course, intended for the new commissioner and a refresher for the veteran, uses practical applications and skills assessment exercises to reinforce ethical concepts.

MONITORING AGENCY OPERATIONS AND PROGRAMS SEMINAR
July 28-29
Commissioners may attend the Monitoring Agency Operations and Programs Seminar and earn a certificate of completion. This interactive workshop facilitates the commissioner's understanding of operational and program diversity among agencies and explores the "Agency as a business" that must be continuously monitored and assessed. It also examines board-staff boundaries and responsibilities related to establishing and implementing agency policy and managing and overseeing operations and programs. Areas covered include:

- Strategic Planning: Creating the Agency’s Roadmap
- Development and Oversight for Budgets and Finances

For an additional fee of $125, participants may attend plenary and concurrent sessions; the Monitoring Agency Operations and Programs seminar for Commissioners; the Welcome Reception on Wednesday; continental breakfasts on Thursday and Friday; the Evening Event on Friday; and the Closing Plenary Session Breakfast on Saturday.
