August 12 e-Briefing Session: Making Energy Performance Contracting

This special e-Briefing provides the latest information and
professional "how to" guidance for PHAs of all sizes operating the
Public Housing program to develop a successful and cost-effective Energy Performance
Contracting (EPC) Program in accordance with HUD's program requirements. This
distance learning is geared to Executive Directors, senior operations staff,
Commissioners, public housing and energy program staff and PHA legal counsels.
The 90 minute e-Briefing session will cover an overview on EPC status to date
and basic requirements. The session will also provide a professional exchange
of various methods for crafting an effective EPC -- involving two large and
one small PHA, including:

How one very large PHA designed EPC upgrades to its entire portfolio, including
the structure of and packaging of various financing -- capital, EPC, LIHTC
and CFFP resources. This PHA will also discuss impact on residents and housing
staff and the importance of education;

How another very large PHA is implementing and monitoring a $26 million
Self-Performing Energy Capital Improvement Program, including the procurement
of a Tax Exempt Equipment Lease and use of quality control verification
and performance measures.

How a small PHA has been able to self-manage an EPC under the Capital Fund
without an ECSO in a seamless way with appropriate internal controls.
The presenters will be: Richard D. Santangelo, Senior Engineer,
Office of Public Housing Programs; Andrea Davis, Development Financial Analyst
and Dan Warner, Administrator of Maintenance and Quality Control from the Denver
Co Housing Authority; R. Paul Portenas, Principal, Think Box Group and energy
advisor for the DC Housing Authority, and Ken Pushko, Executive Director, Ruhlway
Housing Authority in NJ. Matt Pecci PE, Principal, Facilities Strategy Group
and NAHRO Faculty will share summary information on ways to establish and implement
effective EPCs. Pat Arnaudo, Director of Special Projects, NAHRO Professional
Development, will be the moderator.
