Section 8 Utilization Part II: Payment Standards -- Basic Range, Exceptions, Special Exceptions, "Success Rates" and Beyond
This session will provide practical information to help LHAs improve their Section 8 voucher utilization rates by maximizing a wide range of payment standard opportunities available. You will learn:

  • No or low-cost voucher payment solutions that can be put into effect right away that will show immediate improvements to Section 8 utilization rates.
  • How to establish separate payment standards by bedroom size for the whole FMR area, or separate payment standards for different neighborhoods within their service area.
  • How to take advantage of HUD's "success rate" payment standards, without the need for any rent study.
  • How to gain quick and easy approval of an exception payment standard up to 120 percent of the FMR for high cost neighborhoods.
  • How to take advantage of the opportunity under the law that now permits "special exception" payment standards above 120 percent of the FMR for high cost neighborhoods.
  • The costs and benefits of contracting for Random Digit Dialing surveys to gain a higher FMR.

Panelists will explain the related implications under SEMAP's deconcentration indicator. Panelists will demonstrate how to access necessary HAP and reserve funds to be able to serve all of your authorized number of families, so that you will not have to slow your voucher issuance rate.
