Coping With PIH Notice 2004-7 -- June 16
This AudioShort provides a treasure trove of specific tools and insights designed to help housing agencies cope with PIH Notice 2004-7, much of which was not contained in HUD’s recent webcast. Panelists will cover the ins and outs of HUD’s Section 8 renewal policy and pro-rata administrative fee formula, but they will help housing agencies weigh the pros and cons of taking any number of pathways to survival as well as the tools to accomplish them; from a Local Housing Agency perspective.

Agencies have received HUD's notice concerning their calculations of Housing Assistance Payments (HAP) and Section 8 administrative fees. Much of the funding implications were represented in the June payments and will continue to throughout this calendar year, leaving many agencies with considerable funding shortfalls.

During the AudioShort you will have a chance to learn more about:

  • HUD’s FY 2004 Renewal Formula
  • 52681-B Data Corrections / Updates through the Voucher Management System
  • Determining ACC Program Reserves
  • Use of Central HAP Funds
  • HUD’s Recalculated Pro-Rata Admin Fee Calculations
  • Uses of Central Admin. Fee Fund
  • Understanding the “Net Income” Recapture Provisions
  • LHAs’ HAP Cost Containment Options
  • Spreadsheets to Help Model Optimum Strategy for Leasing & Maximum Fees
  • Implications for LHA’s Leasing Practices in FY 2005
  • Factors and Documentation for AAF Appeals
  • Pending Portability Changes

This AudioShort will provide you with a series of practical approaches to lease as many authorized vouchers as possible within HUD's budget-based renewal funding constraints, while maximizing your administrative fee earning potential.

Minimizing the loss of assisted vouchers in your community this year and beyond is critical. The AudioShort program is designed to help you take away a checklist and establish a plan to address the needs of the community.
