Flexibility in Managing Your Housing Choice Voucher Program (HCV):
PIH 2005-9 -- How Flexible is Flexible?

Ever wonder what flexibility means and what actions you can take to make your program more flexible? Today's HCV program is being administrated on a fixed budget with certain limitations. Housing agencies (HA) are challenged to keep or increase service levels, even more so than in years past. In addition, today's HAs are expected to manage utility costs within fixed annual budgets, and ensure that the current elderly and disabled voucher families remain protected against significant adjustment impacts.

HUD's recently issued notice - PIH Notice 2005-9 - provides guidance to housing agencies (HAs) on actions they may take to reduce costs in the Housing Choice Voucher Program. Under certain local conditions, HUD's notice provides guidance designed to assist agencies in offsetting funding shortfalls through program costs reductions allowed under the regulations including: shorter time frames for implementing lowering payment standards, reducing utility allowances, denying portability and mobility requests to high cost areas and units, and raising tenants' minimum monthly rents to $50.

During this AudioShort, NAHRO members provided a number of additional policies and procedures not covered in PIH Notice 2005-9, that can help you manage your HCV program and offset funding shortfalls in both voucher assistance and administrative fees.
