Managing Your Housing Choice Voucher Program (HCV): Filing Successful Waiver Appeals Under PIH Notice 2005-9

Learn about the rules HUD is using to govern their waiver requests under PIH Notice 2005-9; including lowered payment standards or Fair Market Rents with shorten time frames for implementation and utility allowances that are too high.

Currently, HUD is stating that in order to qualify housing agencies (HAs) must demonstrate insufficient funding. Panelists will review HUD's funding calculations as well cover a series of waiver pre-requisites such as: turnover vouchers, voucher issuance, minimum rent, placing families in public housing and multifamily projects, absorb portability billings, rent reasonableness, and identifying program reserves.

PIH Notice 2005-9 - provides guidance to HAs on actions they may take to reduce costs in the Housing Choice Voucher Program. During this AudioShort, panelists will provide a number of additional policies and procedures not covered in PIH Notice 2005-9, that can help you manage your HCV program and offset funding shortfalls in both voucher assistance and administrative fees. You will learn how you can juggle, yet comply, with program requirements during extremely trying times, and learn from and exchange questions and answers with, seasoned veterans who want to help agencies preserve their well earned reputations in their communities.
