Currently, HUD is stating that in order to qualify housing agencies (HAs) must demonstrate insufficient funding. Panelists will review HUD's funding calculations as well cover a series of waiver pre-requisites such as: turnover vouchers, voucher issuance, minimum rent, placing families in public housing and multifamily projects, absorb portability billings, rent reasonableness, and identifying program reserves.
