AudioShort: Implementing the Project-Basing of Tenant-Based Vouchers Final Rule (Part II of III)

The revised Section 8 Project-Based Voucher (PBV) program provides new tools to help agencies meet the unmet affordable housing needs of special populations where the tenant-based voucher program alone may not be sufficient, as well as providing opportunities for Housing Agencies (HAs) to forge or strengthen partnerships with local non-profit social service providers. This AudioShort program focuses on using the Section 8 Project-Based Voucher (PBV) program with a supportive housing model (special populations, hard-to-serve, or households in need of supportive services) to assist a variety of physically and mentally disabled households, as well as households being reunified with their children coming out of foster care or children aging out of foster care. Among other topics, panelists illustrate specific aspects of the final PBV rule to help agencies implement them around the country. Specifically, panelists cover project-specific waiting lists, tenant selection strategies, definition supportive services, partnerships with non-profit service providers, and examples of how various Housing Agencies have used the PBV program with on-site supportive services. Expanding on a supportive housing model, this session will also help Housing Agencies better understand the benefits of developing partnerships with public schools to deliver supportive services to children, as well as some specific examples of supportive services under the McKinney-Vento Homeless Assistance Act.
