AudioShort: Surviving and Thriving with the HCV Program in 2006 (Part I of III)

The AudioShort series is designed to help Housing Agencies cope with their 2006 Housing Assistance Payment (HAP) and administrative fee funding levels, assist the greatest number of families possible at reasonable housing cost burdens in neighborhoods of opportunity, provide the greatest staffing and services possible, and comply with an array of program requirements.  Participants of the three-part series will learn how to juggle, yet comply with, program requirements during extremely trying times.

This first session in the series covers PIH Notices 2006-5 and 2006-3, as well as agencies’ January 21st funding notices and January 31st adjustment and appeals.  Specifically, panelists cover HUD’s implementation of the 2006 TTHUD Appropriations Act, including Housing Agencies’ initial 2006 baseline allocations, adjustments, and requests for funding from the $45 million remediation fund, on-going administrative fees, special fees, purposes for which administrative fees and “fee reserves” can be used, annual average over-leasing prohibitions, Quality Assurance (QA) division reviews, re-issuance of Mainstream and FUP vouchers.

Other topics include the elimination of Annual Contributions Contract (ACC) program reserves, the creation of a new undesignated fund balance and sanctions for failure to submit required financial reports.  The session includes time for Q & A with seasoned industry veterans who want to help agencies preserve their well earned reputations within their communities.

Note: Parts II and III of the series continue the discussion, with Part II focusing on a range of actions housing agencies may take to offset HCV program funding shortfalls through program costs reductions allowed under the regulations, and Part III providing a series of easy-to-use tools to help agencies maximize available funding to serve the greatest number of families at reasonable housing cost burdens.
