Understanding PHA obligations to the Disabled, Preparing for HUD FH & EO site visits, and Responding to HUD allegations of violations

This special e-Briefing provides the latest information and guidance for PHAs of all sizes operating both the Public Housing and Voucher programs to comply with the laws and HUD regulations protecting the disabled. This distance learning is geared to Executive Directors, senior operations staff, Commissioners, public housing and voucher program administrators and PHA legal counsels.
The objectives of the e-Briefing are to: (1) inform PHA staff regarding specific requirements under the relevant laws and regulations relating to the rights of the disabled; (2) provide guidance on handling issues that could cause PHAs to generate fair housing complaints regarding disability rights; (3) give advice on how to prepare for a HUD FHEO compliance audit or respond to specific individual disabled rights complaints; (4) help PHA officials learn about assistance animals and differences in dealing with them as contrasted with pet policies; and (5) assist PHA staff in dealing with HUD demands to enter into Voluntary Compliance Agreements (VCAs) concerning alleged fair housing/disabled rights violations.
The presenters will be: Otto J. Hetzel Esquire, a Washington D.C.- based attorney who helped to draft many of the Fair Housing laws, is Co-Director of a Fair Housing Educational Program, and frequently advises PHAs on fair housing and disability rights matters; Whitney Rahman, Esquire, from the Reading Pennsylvania law firm of Roland & Schlegel, who concentrates her practice on employment law and fair housing matters and represents PHAs in such legal areas; and Robert Ardinger, a Disability Rights Consultant who helped develop HUD’s regulations on disability matters and now specializes in advising organizations on achieving compliance with disability issues. Pat Arnaudo, Director of Special Projects, NAHRO Professional Development, will be the moderator.
1. To attend the class, you will need access to a computer with a high speed Internet connection and a telephone with a standard phone line (preferably with speaker function/capacity).
