October 14  On-Line e-Briefing Session: Using Centralized/Decentralized Procurement Approaches That Prevent Audit Findings

This special e-Briefing provides the latest information and professional “how to” guidance for PHAs of all sizes operating  the Public Housing  program to develop a successful  public housing procurement program in accordance with HUD’s  requirements. This distance learning is geared to Executive Directors, Commissioners as well as  PHA asset management , financial , procurement, and legal staffs.. 

The 90 minute e-Briefing session will cover a summary of recent changes in HUD procurement  requirements. The session will also provide tips from HUD’s Office of the Inspector General (OIG) on OIG audits, as well as the areas with most frequent audit findings—identity of interest issues, contract modifications, documentation and how the requirements apply to non-profit affiliates and instrumentalities.  Finally, the 90 minute session will include a professional exchange of centralized and decentralized methods used by two PHAs in crafting and implementing their procurement programs.  Areas to be covered include procurement under the asset management program, Section 3/ minority contracting, and professional services contracts.

The presenters will be: Frank Rokosz, Assistant Director, Technical Oversight and Planning Division from HUD’s Office of the Inspector General for Audit; A. Kathleen Marcum, PHM, Director of Finance, Housing Commission of Anne Arundel County; and Don Bievenour, Materials and Contracts Manager, Indianapolis Housing Agency.   Pat Arnaudo, Director of Special Projects, NAHRO Professional Development, will be the moderator the session and provide an overview of HUD’s procurement requirements.
