November 25 On-Line e-Briefing Session:
Project-Based Maintenance Best Practices

This special e-Briefing on affordable housing /asset management is designed to provide the latest information and "how-to" guidance for PHAs of all sizes operating the Public Housing Program as well as other project-based assisted housing programs.The briefing is for Executive Directors, Commissioners, public housing designers and asset management and maintenance staffs.
Thee-Briefing objectives are: 1) to describe workable ways to decentralize maintenance to the project level from three PHAs that have received HUD approval of their Stop Loss applications; 2) to review how PHAs utilized strategic planning or other tools to launch and adjust the implementation of project-based maintenance; 3) to describe how the PHAs have determined if functions are centralized or decentralized under an asset management approach; 4) to explain ways to addressing union and other employee issues in project-based maintenance programs; and 5) to enable all participants to ask questions to help design/implement effective maintenance structures.
Expert PHA Panelists are: Steve Anderson, Executive Director of the Rockford, Illinois PHA; Frank Aggazio, Executive Director of the Allegheny County PA Housing Authority; and Art Cate Chief Operations Officer of Knoxville Tn’s Community Development Corporation. Gregory Byrne, Director of Financial Management at HUD will provide overview data and guide the discussion. Pat Arnaudo, NAHRO’s Director of Special Projects for Professional Development, is in charge of the session for NAHRO.
