Dealing with Housing Quality Standard Audits from HUD's Office
of Inspector General

This special e-Briefing on Housing Quality Standard
(HQS) audits designed to provide the latest information and "how-to"
guidance for PHAs of all sizes operating the Housing voucher program. The briefing
is for Executive Directors, Commissioners, voucher program administrators and
their staffs handling the inspection function.
The topics to be covered are: 1.) HUD's Office of the Inspector General HQS
audit approach, rationale and findings to date; 2.) How the OIG HQS findings
relate to a PHA's SEMAP HQS scores; 3.) Guidance from a PHA perspective on the
procedures and structure to minimize HQS violations and handle rent abatements
when necessary; 4.) Best Practice from a small PHA with a high SEMAP score on
how to handle to HQS function successfully
Adapting the voucher program operations to address HQS issues will prove instrumental
to PHAs' successes in SEMAP. This e-Briefing will focus on new ways to use inspection
and quality control tools for effective implementation. NAHRO's e-Briefing will
supplement the information provided in the OIG reports on the HUD web-site and
other SEMAP information.
Pat Arnaudo, Director of Special Projects for Professional Development, is
the moderator for the session. The lead presenter is Ken Love, NAHRO Faculty,
Certified Inspector and former executive staff from a PHA administering almost
5,000 vouchers. Panelists include Linda McComber and Christine Paisley from
the Voucher staff of the East Hartford (CT) PHA and Frank Frokosz from HUD's
OIG office of Audit.
