Uniform Physical Conditions Standards (UPCS)

NAHRO's Uniform Physical Condition Standards (UPCS) Seminar provides participants with the knowledge and skills needed to properly inspect Public Housing Agency (PHA) Program units. This interactive and comprehensive training, which discusses specifications of the Public Housing Assessment System (PHAS) and the inspector's roles and responsibilities, enhances participants' knowledge of and abilities to meet new challenges and procedures related to using Uniform Physical Condition Standards.

The objectives of NAHRO's UPCS seminar are to:

  • Identify the work skills necessary for inspecting public housing sites and dwelling units;
  • Facilitate an understanding of how proper inspection work skills can increase a housing agency's capacity to meet its mission to provide safe housing;
  • Increase participants' familiarity with and understanding of UPCS procedures and alternative inspection forms; and
  • Provide participants with the knowledge and skills needed to evaluate their agency's current inspection operation, including the identification of strengths, weaknesses, and growth potential, and to identify goals and solve problems related to conducting UPCS inspections.


Who should attend this seminar?
Housing inspectors, preventative maintenance inspectors, and new and seasoned inspectors should attend.

NAHRO Faculty:
Damien Colden, P.E., is a professional engineer with over 13 years of experience in facilities engineering management. He has experience in facilities maintenance management, environmental program management, project management for construction and facilities support contracting, process automation and systems training. In 1995, Mr. Colden founded his own firm concentrating on providing integrated engineering management solutions to modernization and maintenance issues. He teaches NAHRO's Managing Maintenance in Public Housing, Asset Management for Affordable Housing, and Uniform Physical Condition Standards (UPCS) seminars. Most recently, Mr. Colden developed NAHRO's Preventative Maintenance workshop and updated the Association's UPCS program. He brings to his teaching and technical assistance work experience and an understanding of how maintenance, inspections, and occupancy operational functions interface and affect an agency's PHAS score.

Kenneth N. Love is the Assistant Director of Housing Services for the Housing Authority of the City of Winston-Salem, NC. He has been a Certified Section 8 Inspector for more than eleven years. A NAHRO Faculty member for more than seven years, Mr. Love conducts Housing Quality Standards (HQS) Inspections, the Public Housing Assessment System, and Uniform Physical Condition Standard (UPCS) Inspection protocol training sessions. He has more than 19 years of public and private sector training experience and a diversified career, including work in the quality control and construction management, and housing services arenas. Mr. Love has in-depth knowledge of training development, maintenance management, and procurement policy and procedure. He provides an understanding of the dynamics involved in the operation and management of PHAs, the important role of inspections in the occupancy cycle, and how inspections affect an agency's PHAS score.

Dennis Morgan
is a Senior Associate at D L Morgan & Associates. He provides technical assistance and training on SEMAP, Housing Quality Standards (HQS), Screening and Terminations, Lease Enforcement, Admission and Occupancy, Section 8 Administration, Housing Choice Voucher (HCV) Homeownership, Moving to Work, Consortia, Relocation, PHAS, and the PHA Plan. Mr. Morgan has also teamed with other senior members to co-author the Public Housing Admission and Occupancy Guidebook, Voucher Homeownership Guidebook, Consortia articles, and other publications. His career spans over 30 years in the public housing industry, including 6 years as Executive Director of the Lucas Metropolitan Housing Authority in Toledo, Ohio and serving in executive positions in two Florida-based PHAs for 23 years. For NAHRO, Mr. Morgan conducts Public Housing and HCV Eligibility, Income and Rent Calculation (EIR), HQS, UPCS, Strategic Planning for Agencies and Commissioners, Earned Income Disallowance (EID), Sharpening Your Skills: A Housing Manager's Workshop, Strategically Positioning Your Agency for Asset Management, and Asset Management for Affordable Housing seminars. Additionally, he authored NAHRO's P H EIR and EID resource manuals, and serves as Project Director for many of NAHRO's Technical Assistance Teams.
