In a world on ever decreasing funds, PHAs must learn (invent) ways to maximize their capital fund resources. This situation is made more difficult by the necessity of meeting program administration protocols as defined by HUD…and balancing them with business practices as found in any well-run enterprise. Not always an easy task…but not mutually exclusive events.
