Homeless Programs

Background

There are four main components of homeless assistance grants from HUD, which are distributed through the "Continuum of Care" application system. The Continuum of Care application process occurs annual when HUD issues the Notice of Fund Availability (NOFA) for this group of programs. Applicants can apply for all or some of these programs.

I. Emergency Shelter Grants

II. Supportive Housing Program (SHP)

III. Shelter Plus Care (S+C)

IV. The Single Room Occupancy Program (SRO)


NAHRO Policy Position

NAHRO supports legislation that codifies the homelessness Continuum of Care and one block grant that directs funds to local communities. NAHRO does not support national set-asides for permanent supportive housing. Local communities are in the best position to determine how to address the needs of the homeless within their jurisdiction.
