Subcommittee on VA, HUD and Independent Agencies, introduced a
bill, S. 3033, the Housing Needs Act of 2000 that is designed
to shift the responsibility of developing housing for low-income
families from the Federal government to states and localities.
The bill is attached to the appropriations bill that was approved
