Balanced Growth Program

NAHRO Policy Position
The NAHRO Board approved the following definitions, elements,
and principles of smart growth:
Definitions: in a community means it: is a safe place to
live, has a sustainable way of life, is a smart way of spending
government funds, offers a wide variety of choices of places to
live, is a vibrant, economically diverse integrated community.
Elements-housing, infrastructure, transportation, environmental
sensitivity, economic development/jobs, ways of taxation, land use,
and integration of funding decisions.
Principles of Balanced Growth Programs/Policies
Economical and efficient - it saves money and is effective, no
unfunded mandates (local flexibility is key), interjurisdictional
collaboration is encouraged, programs and regulations are incentive
based, the carrot not the stick approach, acknowledges and works
to remove barriers caused by the multiple layers of government,
every citizen benefits from ongoing planning, every jurisdiction
is different.
