Section 108

The creation of economic opportunities is a key component in a vibrant, sustainable community. Jobs and businesses provide opportunities for community members to contribute to the well-being of their community while supporting their own needs and aspirations. HUD has long been supportive of these opportunities, implementing the CDBG Section 108 loan guarantee program in 1978 and creating specialized programs over the years. These programs have complemented those developed by other federal agencies, and have specifically provided avenues for community development through economic development.
