NAHRO Policy Position
In order to help public housing agencies that choose to develop
affordable assisted living facilities through conversion of all
or part of a property, in partnership with nonprofit, private or
faith-based organizations, or through acquisition of facilities,
NAHRO should pursue the following initiatives: establish a five-year
grant term for the service coordinators program, and establish a
funding source for the grant that is not a set-aside, at not less
than $75 million per year. Establish a grant program similar to
what was included for public housing agencies but not passed in
the Santorum/Lazio elderly housing bill in 2000, to provide capital
funds specifically for public housing agencies to convert or adapt
their property, or a portion of their property, according to state
requirements for assisted living. Recommended initial funding for
this program is $500 million per year. Obtain automatic participation
status in state Medicaid funds for public housing agencies that
have eligible residents or assisted living facilities.
NAHRO address the living environment of public housing seniors
and disabled by supporting increased capital resources. These resources
should assist housing authorities address state-of-the-art building
improvements, including upgrading fire and safety systems and also
include the option of converting to assisted living.
