Acquisition of Units for Public Housing

Through 1995, local housing agencies used development funds to purchase single family homes, condominiums, apartments, or other dwelling properties to add to their inventory. HUD issued "development reservations" which could be converted to acquisition if necessary, under section 5 of the 1937 Act. The public housing development program has not been funded since 1995. However, now agencies are permitted to use their capital funds for development, under section 9 of the 1937 Act. Section 5(c)(5) of the Act as revised by QHWRA continues to permit agencies to use "development" funds for "�the acquisition and rehabilitation of property to be used for public housing�" Acquisition cost and development are defined in section 3 of the 1937 Act.
