FY 2004 Voucher
Funding (PIH Notice 2004-7)

On April 22, 2004, the Department of Housing and Urban Development
(HUD) issued PIH Notice 2004-7. This notice implemented a new Section
8 housing voucher funding formula. The formula calculates voucher
funding based on outdated housing assistance cost data from August
1, 2003, inflated by a modest adjustment factor. According to NAHRO
analysis, this policy is creating funding shortfalls in hundreds
of LHAs nationwide, threatening to displace or reduce assistance
to thousands of families.
NAHRO strongly believes that HUD should withdraw PIH Notice 2004-7
and revise its renewal funding policies.
