FY 2004 Voucher Funding (PIH Notice 2004-7)

Last Updated: 10/15/2004

On April 22, 2004, the Department of Housing and Urban Development (HUD) issued PIH Notice 2004-7. This notice implemented a new Section 8 housing voucher funding formula. The formula calculates voucher funding based on outdated housing assistance cost data from August 1, 2003, inflated by a modest adjustment factor. According to NAHRO analysis, this policy is creating funding shortfalls in hundreds of LHAs nationwide, threatening to displace or reduce assistance to thousands of families.

NAHRO strongly believes that HUD should withdraw PIH Notice 2004-7 and revise its renewal funding policies.

This webpage is meant to keep local agencies informed about developments with regard to FY 2004 voucher funding, provide information necessary to inform their communities of these changes, and advocate for an adequate funding policy. Check back frequently to see the latest news.
