PACIFIC NORTHWEST REGIONAL COUNCIL-NAHRO CHALLENGE SCHOLARSHIP PROGRAM

The Pacific Northwest Regional Council of NAHRO offers five scholarships each year to graduating high school seniors or those wishing to continue their education who might not otherwise have the opportunity of pursing a college education. The program is open to assisted housing residents of PNRC member agencies.

Three college scholarships are awarded to graduating high school seniors. One is the Jesse Epstein Scholarship, named in honor of Jesse Epstein, the Father of Public Housing in the Pacific Northwest. Epstein founded the Seattle Housing Authority and built Yesler Terrace, the first racially integrated public housing development. The Epstein Scholarship is $10,000 for a high school senior attending an accredited college or university and is paid over a four year course of study. The other two scholarships are Challenge College Scholarships, $4,000 each, again paid over a four year course of study to an accredited college or university.

A fourth scholarship is the Continuing Education Scholarship, $4,000 for an adult who has been out of high school for at least four years and wishes to attend college or a trade school.

The fifth scholarship is the Community College Scholarship, $2,000 over two years for a graduating high school senior wishing to attend a community college.

The sponsoring member agency must contribute $250 for the first year to each scholarship winner in addition to the award amount.

Application Requirements
Applicants must complete the required application form which is posted to the PNRC-NAHRO website (www.pnrcnahro.org) in October of each year. Applicants must have total family income that does not exceed 80% of Area Median Income. Information includes honors received, academic accomplishments, community and citizenship/ leadership activities, employment background, and hobbies/special interests. The applicant is required to sign a drug-free certification, stating that they are currently drug-free and will remain so through the duration of the scholarship. Applicants must include with their application a copy of their high school transcript, SAT and/or ACT scores, 2 letters of recommendation from high school officials, and one from a community leader. The applicant must also submit a 500 word essay on “why I wish to pursue a college education.”

Awards Process
The process is coordinated by the PNRC’s Vice President for Member Services. Notice is sent to each PNRC member agency that the scholarship process has begun for the year. The agency is asked to notify their residents of this opportunity and to actively solicit applications. Completed applications are sent to the appropriate NAHRO Chapter president by the required deadline (mid-February of each year with the exact deadline posted on the website). The Chapter president appoints a committee to review and rank the applications received from the scholarship seekers. Each Chapter may submit up to 2 Challenge, 1 Continuing Education, and 1 Community College application to the Region for consideration. The Regional Vice President for Member Services and each Chapter President (or designee) form the Regional selection committee. Scholarships are judged on a point system including academic achievement; community involvement, citizenship, extra curricular activities, and essay/motivation. The Jesse Epstein Scholarship is awarded to the highest scoring applicant for the Challenge College Scholarship. The awards are announced at the PNRC Annual Conference each spring.
