Hill Advocacy Day Training & Tips
Responsible legislative advocacy on Capitol Hill calls for effective, well thought out and sometimes unique strategies for getting your legislator's attention. Join us again this year for an interactive, enjoyable and important training program designed to help you understand the essentials and the right messaging to get your issues across to decision makers on Capitol Hill. In this session you will not only learn what to ask for but who to ask, how to ask, and how to follow up. From preserving the Community Development Block Grant (CDBG) program to increasing funding levels for Section 8 administrative fees, Congress has an enormous role to play in the futures of those served by NAHRO members. In this session, you'll learn some tried and true methods and tactics that will enable you to be a more effective advocate during this conference and throughout the year. First time at this conference, never been on the Hill during this conference or otherwise? This session is a must for you and a stimulating refresher for even the most seasoned advocates.

Rikki Amos serves as the Director, U.S. Public Affairs Practice for the Public Affairs Council. Perspectives on the Federal Budget
As discussions regarding the federal budget deficit, the so-called “Fiscal Cliff” and the need to get our “fiscal house in order” are front in center in Washington, join us for our eighth annual “Perspectives on the Federal Budget” presentation. In this session you will gain a greater appreciation of how our programs are likely impacted by the limitations and constraints currently straining the federal budget as a whole. Hear three separate perspectives from national recognized budget experts who are very much involved in the current budget debate. Get a complete and well-rounded understanding of how issues related to the budget and federal spending, such as the 2011 Budget Control Act and any so-called “Grand Bargain” to address the deficit may going forward affect your work. This session will also enable you to be a more effective industry advocate during our annual Hill Advocacy Day meetings with congressional members and staff who are navigating through this challenging budget environment.

Gloria Borger serves as CNN’s Chief Political Analyst, appearing daily on The Situation Room with Wolf Blitzer and across prime time programs. She is also a key participant in the network’s election coverage, America’s Choice 2012. Borger joined CNN in September 2007 with a wealth of Washington expertise and contacts that are reflected in her reported analysis. She has played an instrumental role in daily political coverage and CNN’s deadline reporting on a variety of topics including, the death of Osama bin Laden, the debt ceiling fight, and President Obama’s Afghanistan policy review. Borger also provides in-depth pieces and interviews for CNN, including a recent profile of Rep. Paul Ryan, whose budget proposal is at the center of the GOP policy agenda.

These staffers will not only offer insight and perspective on specific policy and funding issues impacting NAHRO members, but they will also discuss how and when NAHRO members should communicate, educate, and inform their legislators, how their office likes to receive information, what role they play in the decision-making process and more. Learn what these key staffers do and the challenges they face in doing their jobs. First-time Washington visitors and seasoned veterans alike, this is a must attend session for those who will be working closely with their congressional representatives in the year ahead.

Peter Edelman, Professor
 
Professor Edelman has been Associate Dean of the Law Center, Director of the New York State Division for Youth, and Vice President of the University of Massachusetts. He was a Legislative Assistant to Senator Robert F. Kennedy and was Issues Director for Senator Edward Kennedy's Presidential campaign in 1980. Earlier, he was a Law Clerk to Supreme Court Justice Arthur J. Goldberg and before that to Judge Henry J. Friendly on the U.S. Court of Appeals for the Second Circuit. He also worked in the U.S. Department of Justice as Special Assistant to Assistant Attorney General John Douglas. Professor Edelman's is also the author of, So Rich So Poor: Why It's So Hard to End Poverty in America, published by The New Press in May 2012

Now in his fourth term in Congress, Charlie has developed an expertise in homeland security and transportation issues through his committee assignments in the House, building on his existing knowledge and experiences from 14 years in the state legislature and his educational background. In those areas, he has championed legislation that would: promote the use of the Civil Air Patrol to better secure our borders; develop a comprehensive screening system that will allow border officials to determine that passengers are who they say they are; enhance chemical plant security; expedite and enforce the repatriation of criminal aliens; require notification to Immigration and Customs Enforcement and detention of illegal aliens that are arrested on state felony charges; advance the use of clean energy technology in public transportation applications; and establish reasonable security provisions for large aircraft.

On January 26, 2009, Shaun Donovan was sworn in as the 15th United States Secretary for Housing and Urban Development.

He has devoted his career to ensuring access to safe, decent, and affordable housing, and has continued that effort in the Obama Administration. Secretary Donovan believes that America's homes are the foundation for family, safe neighborhoods, good schools, and job creation.

His tenure as HUD Secretary has reflected his commitment to making quality housing possible for every American. Sworn in at a time when the foreclosure crisis had devastated American families, under Secretary Donovan’s leadership HUD has helped stabilize the housing market and worked to keep responsible families in their homes. The agency has instituted reforms that have solidified the Federal Housing Administration’s financial position and protected the taxpayer against risk, while still preserving FHA’s mission of providing responsible access to homeownership.
