Beyond the Basics: Mixed Finance Development for Public Housing Authorities
This dynamic session focuses on mixed-finance redevelopment by public housing authorities. We will discuss key elements of the Low-income Housing Tax Credit ("LIHTC") program including recent reforms under the American Reinvestment and Recovery Act of 2009 (ARRA) and the Housing and Economic Recovery Act of 2008 (HERA), other development financing sources (e.g. HOME, CDBG, FHLB, NSP), operating subsidies (e.g. project based vouchers and public housing operating subsidy), deal structuring and negotiating tips, various development models and ownership structures, PHA affiliate/ instrumentality issues, and mixed-finance redevelopment considerations. Instructors will also discuss key strategies for integrating development and operational phases of a mixed finance development, including LIHTC compliance.
This seminar discusses helpful practices and potential pitfalls in the development process and concludes with a mock negotiation of a letter of intent between a public housing authority and a tax credit equity investor that will serve to reinforce concepts discussed throughout the day and leave attendees with a solid working knowledge of how to move their agencies forward in achieving affordable housing development goals. Attendees are assumed to have a basic introduction to affordable housing development. (1.2 CEUs)
